GENERAL DESCRIPTION:
The objective of the State Construction Department is to manage state construction projects in the best interest of the tax payers of the State of Wyoming. The School Facility Project Manager is the first-line contact and support for school districts to ensure continuity and consistency. Project Managers must provide professional services and be involved throughout a project to include planning, design, procurement, construction and project closeout.
Human Resource Contact: 307-777-6404ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.- Monitoring of assigned district major maintenance expenditures.
- Review maintenance work order requests for compliance with State Statute and Rule.
- Exercise oversight of project construction in collaboration with district personnel who coordinate with professional designers, contractors, owner's representatives, etc.
- Multiple projects are managed simultaneously and require time management over extended periods of time.
- Review, negotiate, approve and deny change order and amendment requests.
- Directly responsible for managing relationship with school district administration.
- Maintain written and electronic records of project modifications, decisions, and communications.
- Coordinate project planning with oversight documents.
- Attend project meetings for planning and design including participating and assisting in development of educational programming.
- Assist given district with planning effective and efficient facilities that maximize instructional opportunities for students while allowing for reasonable building efficiencies.
- Manage and participate in post construction reviews with districts, contractors, subcontractors, architects and consultants.
- Available for School Facility Commission and Select Committee on School Facilities meetings as needed by administration.
Qualifications
PREFERENCES/AGENCY REQUIREMENTS:
Preference may be given to candidates with a Bachelor's Degree in Architecture, Building Engineering Specialties or Construction Management. Preference may also be given to candidates with extensive project management experience.
Agency requires that the successful applicant have a valid driver's license with the ability to travel significant distances.
KNOWLEDGE:- Knowledge of Phase 1 environmental assessment coordination
- Knowledge of civil design and engineering principles
- Knowledge of project budgeting, basic finance and accounting principles
- Knowledge of architectural planning and design process
- Knowledge of sustainable design concepts
- Knowledge of construction administration
- Knowledge of building code concepts (building, plumbing, mechanical, electrical, etc.)
- Knowledge of jurisdictional planning and zoning code process
- Knowledge of asset preservation concepts
- Knowledge of bidding and procurement principles
- Knowledge of construction document analysis, including specifications and drawings
- Knowledge of building construction terminology & principles
- Knowledge of communication protocols for construction
- Knowledge and understanding of common duties and roles in capital construction projects
- Knowledge of construction estimating principles and scheduling concepts
- Knowledge of building systems concepts; structure, shell, finish, food service and furnishings
- Knowledge of mechanical and plumbing systems
- Knowledge of electrical systems; data, fire and systems controls
- Knowledge of construction contracting delivery methods, principles and legal concepts
- Knowledge and understanding of complex building and construction problem solving process
- Knowledge of software skills; basic business, scheduling, accounting, database interface, etc.

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
- Work hours vary.
- Travel will be required with overnight stays away from the office location.
- Prolong sitting, standing, climbing and walking on uneven or slippery terrain at construction and project sites will be required.
- Some observations at heights with temporary facilities including roofs are required.
- Many project sites have limited environmental controls which can include; dust, heat, cold and other environmental challenges that are a part of project observations.
