Description and Functions

GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking an Emergency Communications Program Manager to oversee the Emergency Communications Program headquartered in Cheyenne, Wyoming. This position will represent, develop, manage, direct, and supervise the combined branches of WYDOT's Emergency Communications Program to provide reliable communications for transportation efficiency and all public safety agencies; in the exchange of voice, data, and video information between distant locations on shared data, telephone, microwave/backhaul, fixed and mobile radio infrastructure.

Cheyenne is a steadily growing community along the Front Range but still true to the history of the Old West. The city offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Cheyenne also is home to the "Daddy of 'em All" – Cheyenne Frontier Days – held every last week of July. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Oversees and performs administration and multi-agency programmatic coordination for the operation and management of Wyoming's statewide public safety interoperable radio communications system "WyoLink".

  • Oversees and provides program-level guidance to subordinate manager (who supervises 3 staff) for operating and managing WyoLink radio & wireless data communications services.

  • Oversees and performs Systems Engineering, Systems Architecture Planning, and Acquisition Management for WYDOT agency initiatives that require wide area communications.

  • Oversees process for design and implementation of WYDOT voice telephony, operation center networks, fixed and mobile networks, & Intelligent Transportation System device networks.

  • Administers, directs and coordinates WYDOT Emergency Communications Program activities according to program objectives.

  • Represents the State of Wyoming and WYDOT as the Statewide Interoperability Coordinator (SWIC) at National Organizational NCSWIC/SAFECOM meetings.

  • Represents the State of Wyoming and WYDOT as the Statewide Interoperability Coordinator (SWIC) at FEMA's Regional Emergency Communications Coordination Working Group (RECCWG) meetings.

  • Represents WYDOT in meetings with senior decision makers from Municipal, County, Tribal, State and Federal Agencies to develop Emergency Communications initiatives and set policies.

  • Assists the Wyoming state designated 9-1-1 Coordinator with objectives, outreach and planning.

  • Assists the Wyoming designated State Point Of Contact (SPOC) of FirstNet with coordination, objectives, outreach and planning.

  • Recommends, administers, and monitors Emergency Communications Program budget (State and Federal funds) and asset management process.

  • Oversees, drafts, or writes documents required for own program and by WYDOT, Transportation & Public Safety Communications Commissions, State agencies/ Governor/Legislature, Federal entities, industry and other concerns.

  • Confers with supervisors, colleagues, employees, elected or appointed officials, general public, and governmental agencies (singularly or at meetings, conferences, and workshops) on Emergency Communications related matters to enhance the quality of services delivered and the effectiveness of the program's operation.

Qualifications

PREFERENCES:

Preference may be given to candidates with a Bachelor's degree in Telecommunications, Management, Information Technology, Electronics, or Electrical Engineering.

KNOWLEDGE:

  • Knowledge of Emergency Communications including radio frequency communications, telephony, data communications, and adjoining computers & electronics.

  • Knowledge of Transportation department's mission and long range plan, and that of partner public safety agencies served.

  • Abilities in leadership, conflict resolution, consensus building, and team building.

  • Skills in hiring, motivating, supervising and evaluating personnel.

  • Ability to organize, assign and manage people and equipment efficiently to accomplish work.

  • Skills in written & oral communication including public speaking.

  • Skills in Governmental Administration, policy & decision making, and application of state personnel management regulations/procedures.

  • Ability to perceive, innovate, recognize, and set work program objective; to identify personnel & equipment needs; and to recommend and manage Program budget.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Telecommunications)

Experience:

4-6 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Supervisor II

OR

Education & Experience Substitution:

6-8 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Supervisor II
