    Duties

    Summary

    The incumbent will serve as Public Affairs Specialist on the State Public Affairs Officer's (SPAO) staff, working closely with state NRCS Leadership, State Outreach Coordinator, Program Managers, Field Office staffs, Conservation Partners, local congressional representatives and others.

    The primary purpose of this position is to carry out the agency's information, awareness, outreach and strategic marketing programs to communicate NRCS policies, programs, services and activities.

    Responsibilities

    • Provides communication guidance and advice to state leadership and field staff to ensure that land managers, conservation partners, non-traditional audiences, policy-makers, and others are informed about NRCS programs and assistance.
    • Composes reports, communications, talking points, briefing packets and power point presentations.
    • Utilizes traditional and non-traditional media outlets to inform customers about NRCS programs, technical assistance, and conservation accomplishments.
    • Organizes and coordinates print and broadcast media interviews with agency personnel.
    • Develops and carries out public information campaigns.
    • Participates in outreach to non-traditional and underserved audiences
    • Maintains communication between agricultural and conservation organizations, local conservation leaders, NRCS, and others with an interest in conserving natural resources on private lands.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

    Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level; one year at the GS-11 grade level for consideration for the GS-12 grade level).

    Applicants must meet the following Minimum Qualifications Requirement to be considered:

    Specialized Experience GS-11: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:

    • Writing and developing articles, feature stories, news releases, and using photography to convey information on an organization's operations;
    • Composing reports, talking points, briefing packets and power point presentations for specialized audiences and the general public;
    • Providing guidance in the development and implementation of internal and external marketing, outreach programs, and public affairs plans that communicate organizational programs and services; and
    • Assisting with the planning, design and preparation of visual information material related to a program; OR
    Substitution of education in lieu of specialized experience: for the GS-09 level: 3 year(s) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in Business Administration, Management, English, Journalism, Communications, Marketing, Public Relations, etc. or related degree; OR

    Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

    Specialized Experience GS-12: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:

    • Developing and coordinating public information programs, for an internal and external audience, that communicate policies, programs, services, strategic marketing and program activities; and
    • Working with local media representatives, community groups, and state and federal agency representatives to accomplish program objectives.
