The Chief of Police is responsible for the executive leadership of the law enforcement functions of the City of La Crosse Police Department, including supervision of approximately 134 employees (99 sworn officers) within the four Bureaus: Administrative Services, Professional Standards/Community Services, Field Services, and Investigative Services. Chief is responsible for the development and administration of the departments annual operating budget exceeding $11 million, and capital budget.

The qualified individual must be effective in how the community views the Department by being a community leader, meeting with various groups and developing rapport, trust and open lines of communication. As a community leader the Chief shall mentor and empower the members to further enhance the police/community relationship. The Chief of Police is appointed by the Police and Fire Commission. The Chief of Police shall have command of the police force of the City, under the direction of the Mayor. The Chief shall obey all lawful written orders of the Mayor or Common Council. Per §62.09 (8)(d) the Mayor is the head of the Police Department.

Qualified candidates will have a Bachelors degree from an accredited college or university with a major in criminal justice, public administration or related field. Masters degree is preferred. Ten years of progressively responsible law enforcement experience, of which five years are in police management positions. Candidate must possess a valid drivers license.

Skills, Knowledge and Abilities: The qualified candidate must have a strong working knowledge of police leadership and management methods. In addition, the Police Chief shall have experience in labor negotiations and collective bargaining techniques. Must demonstrate exceptional verbal and written communication skills.

This position offers a hiring salary range of $102,065 to $116,896 with a top of the range at $133,890 (salary commensurate with qualifications).
