If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Provide authoritative information and/or advice to human resource support staff, program managers, operating officials, and applicants on legal or regulatory requirements relating to classification or staffing. - Ensure that all human resource actions are processed in accordance with Title 5, United States Code; 5 CFR; OPM; and agency rules, regulations, and guidelines. - Regularly participate in process review teams, projects, and business improvement efforts to contribute to the continuous improvement and streamlining of human resources processes, procedures, approaches, and systems. This includes reviewing existing guidelines and procedures and proposing improvements and modified or new practices/procedures. Specialized experience for this position includes reviewing technical information to determine solutions AND communicating with colleagues, customers, and management to resolve issues. Examples of this experience may include: - Preparing written documentation sufficient to present findings and recommendations; OR - Analyzing findings in order to make recommendations to management to enhance the effectiveness of programs or operations; OR -Experience providing human resources services such as sharing technical information, improving procedures, or initiating process improvements. OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes skill in applying a body of Human Resources (HR) rules, (such as regulations or policies) to provide information and ensure compliance. Examples of such experience might include: - creating reports using HR data - applying guidelines to perform entry level human resources work providing assistance to managers and employees on basic pay, overtime, or leave entitlement - explaining retirement or benefit options to employees - assisting employees or managers on workers’ compensation claims - conducting training needs surveys to help managers anticipate development and training needs for their staff OR You may substitute education forspecialized experience as follows: completion of at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university. ORYou may have a bachelor’s degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. For the GS-05, you must have three years of general experience, one year of which was equivalent to at least the GS-4 level in the Federal service. General experience for this position includes: -analyze problems to identify significant factors, gather pertinent data, and recognize solutions; AND - plan and organize work; AND - communicate effectively in-person and in writing. Examples of such experience might include making determinations of: - determining creditable service - the eligibility of an employee for benefits - reconciliation of records - reviewing documents for completeness - applying appropriate standards in determining the titles, grades, and series codes of lower-grade positions - counseling employees on a variety of minor disciplinary problems. OR You may substitute education forgeneral experience as follows: completion of 4 full years of education above high school leading to a bachelor's degree. OR You may qualify for any of these gradesby a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Please note: For the GS-9, only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-09: You must have been at the GS-07 level for 52 weeks. For the GS-07:You must have been at the GS-05 level for 52 weeks. For the GS-05: You may be advanced to the GS-05 position if you have held a position no lower than GS-03 in the preceding year under your latest non-temporary competitive appointment OR have held a position at GS-05 or higher under a non-temporary appointment at any time in the past.EducationAdditional Information
