Proposal Manager/Proposal Writer will lead the Proposal and related Business Development functions. Responsibilities include, but are not limited to, helping prepare proposals and presentations, organizing/updating database of project information, coordinating meetings, and writing proposal material from scratch. The ideal candidate must have excellent interpersonal skills, be able to work well with all levels of the organization and be detail-oriented.

Job Duties:
  • Responsible for full-cycle proposal management
  • Supervises Proposal Departmental staff throughout the development of sales proposals and creates synergy among the team for creative and winning proposals while implementing "best practices" throughout the business unit.
  • Participate and lead strategy sessions on assigned proposals to develop win themes, and other strategic approaches to developing a winning proposal.
  • Lead effort to enhance standard boiler-plate and proposal libraries in support of establishing business unit - wide proposal development tools and templates.
  • Work in partnership with internal teams to build efficiencies from one solution to the next.
  • Help ensure key proposals are properly scoped, identify missing and evaluate assumptions, help identify risks, help to evaluate cost, ensure text and response match requirements.
  • Participate in proposal review meetings to ensure integration of all proposal activities.
  • Utilize prior knowledge and experience to help lead, inform and share "lessons learned" to those preparing business unit proposals.
  • Assist with proposal writing and/or identify subject matter experts that can effectively contribute to responding to proposal requests.
  • Monitor notification services, external resources, Federal, state and district websites and other resources for the release or pending release of potential RFPs.
  • Recommend and lead the management of proposal tool systems in collaboration with operations to ensure accurate services descriptions in alignment with operational practices and procedures
  • Assist with marketing needs as required including development of marketing materials, qualification submittals, presentations, and collaborate on writing new materials (past performance, corporate fact sheets, brochures, project literature, and presentations)
  • Help develop presentation materials for both internal and external needs and insure consistency and adherence to company’s requirements
  • Provide final quality control check, including proofreading for grammar, request for proposal (RFP) compliance and conformance to established strategies and plans
Required Skills:
  • 5 - 10 years of experience coordinating or managing federal proposals working with proposal and capture personnel on the content, schedules, desktop publishing, and proposal production.
  • 5 - 10 years of experience with technical writing/editing
  • Experience with the federal procurement process and regulations
  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook), MS Teams, SharePoint and desktop publishing software
  • Excellent organizational, planning, and prioritization skills and attention to detail
  • Ability to work under tight deadlines and prioritize multiple tasks
  • Ability to edit documents, identify deficiencies/errors in grammar, spelling, punctuation, format, and accuracy
  • Excellent written and verbal communications and interpersonal skills
  • Ability to work as an integral member of a team

Desired Skills:
  • Shipley, CPW, CPM, CPC and/or CFBD Certification preferred
