The Purchasing Manager is responsible for managing a team of Buyers and overseeing federal, commercial and indirect global purchasing activities in accordance with SOSi policies and procedures.ESSENTIAL JOB DUTIES Managing daily operation of the purchasing team. Hiring, training, supervising and evaluating purchasing personnel; ensuring purchasing personnel operate in accordance with corporate guidelines and governmental regulations. Ensuring compliance with company and governmental procurement policies and requirements, including, but not limited to FAR/DFARS, Procurement Integrity, the Foreign Corrupt Practices Act (FCPA), foreign anti-bribery laws, and import/export regulations. Providing support to Business Development proposal efforts by drafting purchasing-related sections of proposals. Supporting procurement strategies designed to reduce costs, improving product and service quality and expediting delivery. Optimizing use of technology to streamline procurement processes. Preparing requests for information (RFIs) and requests for quotes (RFQs) from suppliers. Managing supplier qualification and selection process; evaluating bids and ensuring pre-award source selection requirements are met (vendor suitability, financial stability, etc.); determining adequacy of source selection documentation supporting an approved purchasing system. Fostering and maintaining relationships with suppliers; establishing and monitoring supplier performance metrics; resolving disputes with suppliers. Drafting agreements in conjunction with Subcontracts and Legal departments. Negotiating terms and conditions, price, quality and delivery for complex purchases; approving and/or redrafting contract clauses, including flow-downs. Identifying and rectifying areas of financial and/or contractual exposure. Monitoring and controlling requisitioning and ordering of goods and services based on approved purchasing authority levels and budgets. Administering major and/or complex purchases. Staying abreast of market trends, accounting and auditing standards, and new commercial and federal contracting rules and best practices. Supporting SOSi’s commitment to increase small business participation.MINIMUM REQUIREMENTS Bachelor degree in Business, Finance, Supply Chain Management and/or equivalent work experience. Minimum of ten years’ of hands-on purchasing experience, supporting complex commercial and government programs in the U.S. and abroad. Minimum of five years’ experience managing procurement personnel. Ability to obtain a U.S. government security clearance is preferred. Thorough understanding of requirements for obtaining and maintaining a DCMA-approved purchasing system and experience with preparation for CPSR review. Strong grasp of purchasing and inventory control concepts, financial terms, and contract administration principles. Detailed knowledge of commercial purchasing practices as well as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), including requirements for obtaining and maintaining a Defense Contract Management Agency (DCMA) approved purchasing system and experience in the actual preparation and execution to achieve a Contractor Procurement System review (CPSR). Comprehend, analyze, negotiate and administer complex contracts. Excellent communication (written & oral), interpersonal and presentation skills, along with strong analytical and project management skills – data driven and results oriented. Communicate effectively with colleagues, suppliers and customers. Multi-task in fast-paced work environment. Demonstrable proficiency in MS Office suite. Experience with ERP systems.DESIRED QUALIFICATIONS Proficient in Deltek Costpoint to include creating basic reports and adhoc queries in Cognos. Experience with direct international purchases and deliveries of complex or technical supplies or services to high risk countries. Knowledge of U.S. Customs Regulations such as Export Administrative Regulations (EAR), International Traffic in Arms Regulations (ITAR). Experience with Army/CECOM Procurement and License Tracking Web-Based System (PLTS); Computer Hardware Enterprise Software and Solutions (CHESS) and General Services Administration (GSA) purchasing; and/or DoD or Army contracting, acquisition, and purchasing. Fluency in a foreign languageADDITIONAL INFORMATIONWORK ENVIRONMENT Requires periods of non-traditional hours including consecutive nights or weekends when necessary. May require ability to lift/and or move objects or packages of up to 25 lbs.
