SummaryServes as a Budget Analyst within the Office of the Chief Financial Officer which performs and provides advice on, work in any of the phases of budget administration when such work requires knowledge and skill in applying budget-related laws, regulations policies, procedures, methods, and techniques. Position involves analytical, technical, and administrative duties in one or more phases of the budgetary process (budget formulation and justification, presentation and enactment, or execution).ResponsibilitiesViews, manages, and solves issues from a strategic view. Seeks and demonstrates a high level understanding of technical content and customers business, and represents CFO organization to a broad audience including all levels of Agency personnel.Applies, interprets and takes actions based on policies, potentially in situations that may not have precedent.Responsible for balancing customer perspective with Center perspective by knowing what issues to raise to managers and customers.Explains data with appropriate message to a variety of audiences and presents data driven recommendations.Responsible for anticipating customer needs and issues; solving unanticipated problems real-time; and creating the appropriate product and solutions.Responsible for meeting constantly changing deadlines and accepts new assignments without exact requirements.Leads teams and analysts potentially from across the Center or Agency. Serves as a mentor and resource for junior analysts assisting with their development.Provides advice to high level managers throughout the Center and potentially the Agency.Makes recommendations that impact Center-wide or Agency-wide processes. Operates systems at level of expert user-often recommending changes or improvements.Executes high level data analysis and integration, and is able to provide explanations regarding the data. Integrates data across multiple organizations or Center.RequirementsConditions of EmploymentYou must meet qualifications requirements by the closing date of this announcement.QualificationsApplicant must have one year of specialized experience equivalent to the next lower grade (GS-12), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.To qualify for the GS-13, specialized experience includes performing duties such as: Experience with a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Experience with planning, organizing, and directing team study work and to negotiate effectively with management to accept and implement recommendations that involve substantial Agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Experience with the Federal budget cycle and the Agency budget process including cost budgets and monthly program Technical-Cost and Schedule Reviews, and the ability to formulate the monthly phased operating plan, and initiate and track funding actions.Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience.
