The primary purpose of this position is to serve as a Quality Assurance Expert (QAE) under the Operations and Support Branch in the operations Flight of the 502d Civil Engineer Squadron (CES). This involves monitoring contracts from inception to conclusion initiating corrective action on contract performance and recommending contractors penalties contract modification.ResponsibilitiesEstablishes work requirements employing detailed cost estimate; develops technical provisions and specifications applicable to the requirements of the requesting organizations.Coordinates with key personnel within the U.S. Army Garrison and among Tenant organizations in planning and scheduling a variety of service contract support.Develops surveillance techniques and procedures to use in inspecting the operation of functions under contract to determine efficiency and effectiveness.Monitors change and proposed changes which would require contract modifications.Determines that property in contractors possession is properly maintained in good condition and use is controlled. Points out inadequate procedures and approve minor change on site.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of established techniques and requirements related to evaluation of contract performance; knowledge of investigative techniques and skill to develop surveillance techniques and procedures in order to evaluate facts relative to unsatisfactory conditions or trends and to prepare documented reports of finding; knowledge and application of methods, practices, and techniques, in interpreting contractual terms and conditions as they pertain to service contracts being monitored; and skill in applying technical requirements and specifications to quality problems encountered when inspecting for efficiency and effectiveness of the operation of functions under contract. OREDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts ORCOMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of established techniques and requirements related to evaluation of contract performances and of investigative techniques and skills to develop surveillance techniques and procedures and of standard contracting regulations, practices and procedures.

Knowledge of various computer software programs, tools, and techniques to office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graph; a qualified typist is not required.

Ability communicates effectively, both orally and in writing and to prepare clear Concise reports, correspondence, and technical documents.

Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and or technical orders and ability to analyze, interprets, and applies rules, regulations, and procedures in a variety of situations and recommends timely and economical solutions.

Ability to plan and organize work and coordinate with other engineering disciplines and to plan, conduct, and record site facility surveys and inspections.

Ability to communicate effectively both orally and in writing and maintain good working relations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
