(EMS) at the Columbia VA Health Care System, Columbia, SC will

perform all aspects of administrative planning and support and

oversee the programs and services provided by EMS; Plans and

administers programs and functions for multi-faceted Service. The AO

will contact persons inside and outside the agency representatives

of vendors and consultants in a moderately unstructured setting.Learn more about this agencyResponsibilitiesThe incumbent will serve as the Environmental Management Service

Representative to Human Resources Management Service on all

personnel issues requiring a substantial practical knowledge of

Title 5 employee relations. The incumbent will manage the personnel

management program for the organization, performing or overseeing

the full range of human resources requirements. The incumbent will

perform the full range of personnel administration for the Service

with varied functions and activities. The incumbent must be

knowledgeable of budget formulation and execution principles. The

incumbent must be able to research trends and patterns to develop

new methods, criteria, or to propose new policies. The incumbent

must be knowledgeable in the administrative specialty to include:

budget development and execution, personnel and manpower management,

procurement processes, as well as, providing technical expertise in

the areas of customer assistance. The incumbent will plan and

administer programs and functions for multi-faceted Service.

Work Schedule: Monday -Friday, 8:00am -4:30pm. Tour of duty may

change based on agency needs.

QualificationsTo qualify for this position, applicants must meet all requirements

by the closing date of this announcement, 11/08/2019.Title 38 and Hybrid Title 38 employees of the Columbia VA Health

Care System presently appointed under an Excepted Appointment

(appointed without time limit and have at least one (1) year of

continuous service) may apply for this vacancy in accordance with

Part III, Appendix C.Time-In-Grade Requirement: Applicants who are current Federal

employees and have held a GS grade any time in the past 52 weeks

must also meet time-in-grade requirements by the closing date of

this announcement. For a GS-09 position you must have served 52

weeks at the GS-07. The grade may have been in any occupation, but

must have been held in the Federal service. An SF-50 that shows your

time-in-grade eligibility must be submitted with your application

- Specialized Experience: You must have one year of

specialized experience equivalent to at least the next lower

grade GS-07 in the normal line of progression for the occupation

in the organization. Examples of Specialized experience

includes: Coordinating and monitoring the functions of

administrative services within an office; managing budget

activities; assisting with contracting functions and managing

procurement; assisting with human resources functions to include

recruitment, position classification, performance, training,

etc.; preparing letters, reports and presentations; retaining

procurement records and reconciliations; knowledge of all

hospital administrative principles, theories and practices.

- Education: Applicants may substitute education for the

required experience. To qualify based on education for this

grade level you must have a master's or equivalent graduate

degree or 2 full years of progressively higher level graduate
