GENERAL RESPONSIBILITY: The Clinical Operations Manager provides oversight and management support to the clinical staff including Nurses and Medical Assistants. In collaboration with the Medical Director, Health Center Director and the Director of Practice Management, the Clinical Operations Manager will achieve and maintain the highest quality scores; facilitate the design, implementation and delivery of patient care; recommend strategies to improve services, reach established goals, maintain satisfactory outcomes and create a clinical and operational environment that fosters teamwork, collaboration and service excellence. The Clinical Operations Manager serves as the Infection Control Manager for the agency.

SPECIFIC RESPONSIBILITIES: Provides direct oversight and management support to nursing and medical support staff including Nurses and Medical Assistants. Recommends, implements and problems solves activities regarding clinical operational issues in close collaboration with the Medical Director, Health Center Director and Director of Practice Management. Provides leadership to maintain the Health Center’s Patient Centered Medical Home model of care, ensuring that nursing and medical assistant roles are fully developed as partners of the providers and integral care team members. Orients staff, providing necessary training and education to ensure optimal levels of performance and quality standards are met. Performs ongoing and periodic training of nurses and medical assistants. Prepares training materials and workflows as needed. Monitors the nursing and medical assistant staff’s daily activities and performance in compliance with established policies and guidelines. Develops and implements tactical work plans to support the clinical operational goals and objectives of the organization. Provides direction and support for clinical support staff in order to achieve the clinical goals and objectives in the organization’s comprehensive health care plan. In conjunction with the Leadership Team, coordinates the development and maintenance of clinical support staff schedules and ratios that meet clinic and budgetary goals. Works in conjunction with the Leadership Team to provide safe and quality patient care. Collaborates with the Leadership Team on quality improvement endeavors, achieving meaningful use, and maintaining patient centered medical home model of care. Oversees and supervises to ensure compliance with all licensing and regulatory requirements including OSHA, CLIA, Infection Control, Quality Assurance, RI Department of Health Ambulatory Health Care Facility, HRSA, NCQA Patient Centered Medical Home standards, and CTC (RI). Oversees compliance of infection control standards/policies for all staff members, including proper investigation and documentation of contamination incidents, annual review of employee risk/exposure and vaccination and staff adherence to universal precautions and other Tri-County infection control policies.

QUALIFICATIONS: Bachelor of Science in Nursing (BSN) required. Master of Science in Nursing (MSN) strongly preferred. Experience in Community Health Centers is desirable.

SPECIAL QUALIFICATIONS: Licensed in Rhode Island as a Registered Nurse. Certification in Infection Prevention and Control, or CIC®, credential required within 6 months of employment. Requires a thorough knowledge and understanding of the clinical operations of a health care organization, preferably ambulatory care setting. At least 5 years’ experience in managing and supervising staff, program administration and clinical operations. Must be proficient in Electronic Health Records and computerized office programs (i.e. Microsoft Word, Excel, and Publisher). Demonstrate an understanding of everyone’s experiences, every day. Ensuring the delivery of services that recognizes and respects that every moment matters.
