Family Design Resources, Inc. (FDR) works with agencies and professionals who support children and families throughout Pennsylvania. From private social service agencies to public systems for child welfare, education, mental health and juvenile justice, we provide programs, technical assistance and training to help cultivate healthy, supported families in Pennsylvania.

FDR partners with Diakon Lutheran Social Ministries to deliver the programs of the Pennsylvania Statewide Adoption and Permanency Network (SWAN). SWAN includes county children and youth agencies, private adoption agencies, Pennsylvania's Office of Children, Youth and Families, foster and adoptive parents, and many others all working together on behalf of children who need permanent homes.

Human Resources Coordinator - Recruitment and Onboarding

Reporting to the HR Manager, the HR Coordinator oversees full-cycle recruitment and onboarding for internal and external positions across the state. Recruitment includes providing assistance and strategic recommendations to hiring managers as well as posting jobs, conducting phone interviews, scheduling and participating in second interviews, completing reference checks and finalizing offers of employment. The HR Coordinator directs onboarding to maintain compliance with PA and Federal laws, secure equipment and technology, coordinate orientation and facilitate employee surveys throughout the employee life cycle. This position will be cross-trained on Leave Management to assist the HR Coordinator - Leave and Support.

Job duties may include the following:

Serves as the subject matter expert for the recruitment and onboarding function in compliance with state and federal laws and under the general guidance of HR Manager.

Manages the electronic Applicant Tracking System (ATS) and Onboarding System to keep records up to date and meet the needs of the organization.

Assists hiring managers by posting jobs, conducting phone interviews, scheduling and participating in second interviews, completing reference checks, and finalizing offers of employment.

Tracks data and analytics on current vacancies, time-to-fill, turnover/retention, and other barriers to generate reports and identify areas of improvement and make recommendations.

Coordinates the completion of new hire onboarding paperwork, secures equipment, and schedules new employee orientation.

Oversees PA Criminal Background, Child Abuse History and FBI Clearance compliance for all employees.

Cross-trains on Leave Management.

Other duties as assigned.

Requirements

Associate's degree in a related field or a minimum of 5 years HR experince is required.

Recruitment with a variety of hiring managers and onboarding experience is preferred.

Experience with sourcing, virtual and social media recruitment, and promoting diversity is preferred.

Excellent communication skills, both verbal and written.

Ability and desire to build and maintain collaborative and professional working relationships.

Flexibility to adapt to an ever-changing environment.

Strong time-management to meet deadlines and ability to handle a variety of tasks.

Demonstrates analytical reasoning, critical thinking, creative problem-solving skills and continually improve processes.
