Cascadia hires innovative, compassionate and dedicated staff who are aligned with trauma-informed care and who are committed to working effectively with diverse community populations, and who are expected to strengthen such capacity if hired.This position is full time (40 hours/week) located at a correctional facility in Wilsonville, OR. THe schedule is Monday - Friday, 8:30am - 5:00pm.TheProgram Manager works as a member of an interdisciplinary team to implement and monitor drug and alcohol reentry treatment for clients within a prison-based facility. This position involves participation and implementation of program goals and objectives to promote a strengths-based, client-centered, trauma-informed approach to assisting clients in achieving individual goals and reducing recidivism. With the high prevalence of trauma among individuals in the criminal justice system, it is required the Program Manager understand the effects of trauma on health, coping, and other aspects of the lives of those we serve and cultivate an environment for staff and clients that is reflective of that philosophy. The Program Manager implements and oversees supervision and training needs of clinical staff in collaboration with DOC's and Cascadia's training departments. The Program Manager assures that program activities are administered as directed by the Clinical Director and per regulatory and contractual specifications. The Program Manager provides general and specific direction to team members, is responsible for management of the program, and serves as back-up to those supervised. In addition, the Program Manager will maintain a caseload and will perform clinical services.Essential Responsibilities:This position description is not intended to be an all-inclusive list of responsibilities, skills, or working conditions associated with the position. Contribute to the development of annual goals and objectives for the program which are consistent with the strategic goals of Cascadia Behavioral Healthcare, and Cascadia's contract with Department of Corrections (DOC).

Monitor the overall effectiveness of the program; assist in the implementation and evaluation of changes that increase the level of service, overall efficiency and reduction in costs.

Assist the Clinical Director and Senior Director in developing policies, procedures and systems to support agency goals and objectives for the Turning Point Program. Determine resources required to meet goals and objectives. Assess progress toward achieving goals and objectives and make revisions to plans, systems, policies and procedures to assure success.

Establish annual revenue and strategic goals for the successful operation of the program. Develop operating budgets in support of goals and objectives. Revise goals as circumstances dictate. Monitor expenditures on a monthly basis and control costs and/or justify significant budget variances.

Determine staffing requirements, recruit, hire and train staff. Establish work plans and priorities for staff members and assess the progress of staff members and take corrective action as needed. Conduct performance reviews for staff members. Provide regular clinical and administrative supervision to clinicians. Provide and/ or arrange coverage in staff absence.

Maintain knowledge of, review and ensure compliance with all applicable federal, state and agency policies and procedures and assure that appropriate laws, rules, regulations are adhered to.

Assure that staff members maintain accurate and up-to-date documentation as required associated with DOC contract, assessment, treatment, clients' progress and other activities.

Assist staff members in working with particularly complex clients or client situations.

Serve as the primary spokesperson for the program. Develop and maintain positive relationships with DOC to provide the best possible treatment to clients. Cooperate with Department of Corrections (DOC) personnel to ensure a safe clinical environment.

Assure data collection and reporting requirements are met. Prepare reports that reflect key data points for the Clinical Director and Senior Director or other stakeholders as required or requested.

Maintain a caseload and provide individual/group treatment.

Demonstrate sound clinical judgment in working with clients with criminality, addictions and mental health issues.

Manage required client testing (e.g., CJ-CEST, CTS, U/A's, etc.).

Assist with group observations and clinical supervision.

Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements.

Attend and participate in all meetings as assigned.

Perform other duties as assigned.

Education:

Bachelor's degree in a behavioral health field from an accredited college or university and a minimum of a CADC I (Certified Alcohol and Drug Counselor certification) is required.

Master's degree in a behavioral health field and/or a CADC II is preferred.

Experience:

Two to four years of supervisory and/or leadership experience is required.

Previous experience working with a corrections population is required, and working within a correctional facility is preferred.

Specialized Knowledge, Skills and Abilities:

General understanding of criminality and criminogenic risk factors

Thorough understanding of trauma informed care principles, evidenced-based practices, systems, procedures and treatment strategies

Operate computer hardware and software at a level needed to effectively perform job functions

Enter data and retrieve data

Prepare simple reports

Other:This position requires an additional background check because it works at a DOC facility. Therefore, must be able to pass the Department of Corrections criminal background checkPhysical Abilities:
