PRIMARY FUNCTION:

To administer Club human resources functions, including recruitment, compensation, benefits, safety, employee relations, performance management and staff development. Provide advice and counsel to management in the development and implementation of policies and practices that comply with all applicable regulations and are consistent with Boys and Girls Club of Salem, Marion & Polk Counties mission and values.

Job Responsibilities:

In collaboration with the Chief Financial Officer establish, refine and implement policies and procedures for the effective management of Club human resources, ensuring compliance with federal, state and local regulations and community practice, as well as BGC Salem mission and values.

Provide information to staff and volunteer leadership to support management decision-making about policy issues, employee relations, staff development needs, compensation and benefits practices and costs and recruitment practices.

Performs annual HR Audit Compliance Report.

Control expenditures against budget, particularly in the areas of recruitment, compensation, benefits and staff development.

Manage administrative and operational systems for maintaining all employment and personnel records, ensuring compliance with legal requirements.

Ensure a healthy and safe environment that complies with all OSHA and other regulatory requirements.

Ensure a productive work environment that encourages positive, effective working relationships and open communications.

Recruit and manage applications for staff; includes scheduling and participating in interviews (as needed) and hiring.

Conduct background and MVR checks for all employees and volunteers as required.

Assist in development and revisions of job descriptions and new hire documents; maintains listing of approved positions along with assigned salary grade levels.

Prepare and process all required information related to BGC Salem payroll.

Manages 401(k) under direction of the Chief Financial Officer

Coordinates health, life and disability insurance enrollments and communicates with service providers concerning routine administration of programs.

Assist with administrative tasks associated with staff training and development.

Evaluate and keep record of staff retention and develop an employee recognition plan to recognize full and part-time staff throughout the year for their years of service and performance.

Support staff career development, identifying opportunities for training and skill building within budget limits.

SKILLS/KNOWLEDGE REQUIRED:

Associates degree or SHRM Certification which provide qualifying skills and knowledge.

At least 3 years of progressively responsible experience in human resources management; education may substitute for years of experience.

Knowledge of HRIS; Paylocity and Zenefits are preferred

Computer literacy, including database management.

Knowledge of regulatory requirements affecting human resources management. Ongoing training required.

Current knowledge of best practices in human resources management.

Strong administrative and organizational skills.

Excellent interpersonal and conflict resolution skills.

Scrupulous attention to detail and confidentiality.

Ability to pass the background check and the drug test

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to talk or hear.

This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stoop as necessary. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.
