We are seeking an experienced Land Surveyor Supervisor to join the Salem District Survey Team. The successful candidate will conduct professional land surveying services (location, construction, right of way, utility and condemnation surveys) for a wide range of transportation projects in support of VDOT construction and maintenance programs. In addition to managing a team of Survey Technicians, this Supervisor will ensure all survey work is in compliance with VDOT policies and procedures and APELSCIDLA rules and regulations, is responsible for signing and sealing survey work (responsible charge) under LS licensure, will secure data through the use of a wide range of field survey equipment and direct the work of a survey party conducting location, construction, right of way, aerial, GPS, hydrographic, utility and condemnation surveys.Core responsibilities include:

Engineering Survey and Technical Assistance – Conduct a wide range of professional land surveying activities for transportation projects from scoping through post-construction. Prepare technical reports for the public or private sector. Plan, supervise and execute special survey requests from Residencies, Right of Way, Environmental agencies, Traffic Engineering and consultants.

Project Management – Develop a list of construction activities and estimate the costs for state or contractor construction surveying. Perform survey functions in accordance with project scheduling, tasks and in support of VDOT programs. Complete construction stake outs based on project schedule. Coordinate projects and manpower with District Survey Manager.

CADD and Computer Skills – Establish and apply procedures to manage the history, locations, access and format of survey related project files. Complete work processes using multiple survey, CADD, and digital terrain modeling software, as well as other non-CADD applications.

Responsible Charge and Quality Control – Sign and seal survey plans as licensed land surveyor. Perform quality control reviews, both in the field and office, to ensure survey products are accurate and depict the project controls and data to support project. View plans or plats at different developmental stages for compliance to standards.

Project milestone review- perform project reviews of plans prepared by in-house and consultant design and survey teams for quality assurance and compliance with technical standards at various milestones during the design process.

Hydrographic Survey – Manage and oversee the operation and product delivery of the district hydrographic survey team on a local and state wide basis as needed to provide for the needs of the bridge inspection, construction and environmental sections as well as agencies outside the department relating to scour, Bathymetry and environmental compliance.

Knowledge of professional land surveying principles and practices and APELSCIDLA Board rules and regulations.

Knowledge of supervisory principles and practices to include performance management and discipline.

Ability to provide daily supervision to work crews following all applicable policies, procedures and processes in a field or office environment.

Ability to coordinate multiple projects with emphasis on project principles of scope, time, quality and budget.

Ability to read and interpret plans, deeds, plats, road and bridge standards, and property records.

Ability to perform mathematical calculations using algebra, geometry and trigonometry.

Ability to communicate effectively orally and in writing with internal and external customers.

Skill in the use of field surveying equipment, computers, CADD, GPS and the processing of survey data.

Land Surveyor’s License.

Valid driver’s license.

Preferred Qualifications

Experience conducting surveys for transportation projects.

Ability to implement appropriate project management practices to support budget compliance and project deadlines.

Ability to review consultant survey data provided to VDOT.

Degree in Civil Engineering or Land Surveying preferred; equivalent experience or training may substitute for degree.

Special RequirementsVirginia Land Surveyor’s License required.If licensure is from another state, selected candidate must:1) Provide licensure credentials from other state at the interview or upon Hiring Manager’s request.2) Provide a copy of his or her application to DPOR for Virginia Licensure as a Land Surveyor or Survey Photogrammetrist, along with proof of payment for the same, to their immediate Supervisor and Human Resources on or before the first day of work.3) Obtain Virginia licensure within the first 12 months of employment.A valid Virginia driver’s license.
