Description:Providence St. Joseph Health is calling a Pharmacy Outpatient Services Program Director in Portland, OR.We are seeking a Pharmacy Outpatient Services Program Director to provide strategic direction and develop, manage, and monitor, contracting initiatives in coordination with 340B program requirements. This position will also have strategies oversight of the 340B program, ensuring compliance with regulations related to the 340B program and expansion as appropriate for all acute and ambulatory care locations within PSJH. Focus areas will include: execution and administration of national pharmaceutical contracts for single-source and multi-source pharmaceuticals, wholesalers, and non-prescription medications and develops workflows to optimize 340B related workflows in partnership with other PSJH leaders. This position will work closely with regional and ministry teams to achieve management objectives in service to our core strategy of "Creating Healthier Communities Together". The successful candidate will be proficient in leadership, strategic thinking, obtaining results, decision making, and negotiation skills.In this position you will have the following responsibilities:

Oversees and directly manages pharmaceutical bids for single-source and multi-source and other medications including negotiations for contract price, volume requirement, terms, and conditions. Serves as an internal expert in all matters related to pharmaceutical contracting and procurement.

Leads clinical and operational reviews of pharmacy services across the system to identify and implement 340B optimization. Guides regional and ministry leadership on process changes needed to optimize 340B participation, as well as provides compliance reviews and oversees management of split-billing software in conjunction with regional and ministry leaders. Serves as an internal expert in all matters related to the 340B program.

Partners with key PSJH stakeholders to promote operational efficiency or system standardization. Analyzes appropriateness of drug utilization in 340B eligible areas of the organization and makes recommendations for optimization of product selection and charge capture for 340B eligible medications.

Provide system leadership for oversight of matters related to contracting, procurement, and 340B compliance. As needed, chair committees such as 340B workgroup to provide system direction and facilitation.

Reviews, develops, and gains Pharmacy Governance Council support for contracting, procurement, or 340B initiatives to maximize the value of wholesaler and group purchasing agreements to lower overall costs for PSJH. Actively engages with senior leadership and participates in decision making processes related to the implementation of new 340B processes.

Ensures contracting, procurement, and 340B policies and procedures are developed and implemented according to organizational, regional, national, state, and federal requirements and guidelines, in partnership with regional and ministry leadership.

Coordinates and facilitates training, and other educational opportunities related to functions of system pharmacy work for pharmacy students, residents, and other health care professionals. May serve as preceptor for practice management and clinical residency programs, including PGY-2 pharmacy practice administration residency.

Monitors and assesses the external marketplace and recommends adjustments to operations to meet the changing business, market, and regulatory conditions to stay ahead of the competition to maximize affordability, and pricing competitiveness.

Qualifications:Required qualifications for this position include:

Bachelor's Degree

8 years of professional experience in pharmacy, preferably in leadership

3 years of progressive experience with contracting, procurement, and 340B programs

Demonstrated analytical skills

Excellent interpretation of complex statistical data

Effective interpersonal skills

Builds and manages effective teams

Ability to simultaneously handle multiple priorities
