Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.
The Risk Manager will be responsible for identifying and analyzing various risks involving the business, the department and the organization as a whole. S/he will develop and implement risk management controls and contingency plans and eventually communicate the recommendations to the management.
The work assignment will be at a remote DOD test facility in the South-Central California desert.
This is contingent on the award of the contract.
Key responsibilities:
Identify, analyze, track, record and provide guidance with respect to actions to manage and/or mitigate risks
Assist the OICC in the review of program and project risks during all stages of project development and project construction execution
Coordinate with the program and project teams and stakeholders to facilitate the identification of risks and develop and maintain a sense of ownership and responsibility for the risks and associated risk response actions
Guide efforts to identify project risks to include but not limited to using brainstorming sessions, interviewing experienced project participants and subject matter experts, root cause analysis, and strengths, weaknesses, opportunities and threats (SWOT) analysis
Develop risk identification checklists based on historical information and knowledge accumulated from similar previous programs/projects and from other sources of information
Assist in the recording of identified risks in the appropriate program/project risk register to achieve an increasing level of awareness of risk over time
Assist with the prioritization of risks for further analysis or action by assessing and combining the probability of occurrence and impact. Considers factors such as timely response and the program leadership’s risk tolerance associated with the construction program constraints associated with cost, schedule, scope, safety and quality
Utilize the program’s established Probability and Impact Matrix to rate each risk on its probability of occurrence and impact on an objective if it does occur
Assist the Government with verification that risk responses have been addressed appropriately
Recommend execution of contingencies and/or modifications to the program management plan to the PMs, OICC Program Manager and the ROICC if this COA becomes necessary
Perform other responsibilities associated with this position as may be appropriate.
Qualifications To be successful in the role:
Degree in any field is required; however, a technical and/or business degree is preferred
Recent experience/technical competence in similar scopes of work for risk identification, analysis and management for projects and programs of similar scope.
Must be able to provide at least 10 examples of completed, relevant projects with samples of risk registers or similar documentation to verify experience. Demonstrate cost control, quality control and compliance with performance schedules
At least 2 years of specialized experience in performing the tasks identified here in for construction projects for NAVFAC, Corps of Engineers or another Federal Agency is highly desirable
Experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc), Primavera, CostWorks, and Success Estimator, etc. The ability to adapt to new software such as eCMS may also be necessary
Excellent English verbal and communication skills
Must be a US citizen and hold valid, current drivers’ licenses
Able to complete an SF-85-P, Questionnaire for Public Trust Positions necessary for base/building access requirements
