OVERVIEW of POSITION: This classification is responsible for providing contract, procurement, insurance, and finance services and support to the District.
EXAMPLES OF DUTIES:
The information provided below encompasses the typical duties and capabilities linked with this classification. Duties may include, but are not limited to the following:
Reviews, analyzes and manages contracts and agreements for the District in accordance with state law, including keeping up to date with law and policy changes, seeking legal advice, and coordinating District purchasing activities, including tracking and recording contracts.
Prepares routine and moderately complex purchasing and procurement documents including RFPs and contracts.
Develops and updates Board-adopted and staff-administered procurement policies.
Provides guidance and training for District staff on purchasing procedures, RFPs, and contracts.
Administers the District's property and liability insurance program.
Provides advice and counsel on insurance matters and risk assessment, and coordinates the annual insurance renewal process. Supports risk management function.
Maintains the fixed asset list including acquisitions, disposals and depreciation.
Administers the SDC assessment and collection program with City and County staff.
Maintains the annual asset management project list.
Performs the District's monthly bank reconciliation including researching and resolving discrepancies.
Coordinates and conducts special studies and projects for the Finance Division.
STRONG KNOWLEDGE OF:
Principles and practices of public administrative processes, procedures and functions;
Federal, state, and local laws, rules and regulations pertaining to public contracting, public procurement, and keeping current with law changes and new best practices;
Financial principles and practices in local government and budget preparation and administration techniques;
Principles and practices of project management and prioritization, and solution strategy development;
Organizational processes, principles and practices;
REQUIRED MINIMUM QUALIFICATIONS:
1. Associate's degree with an emphasis in business administration, finance or other related field; AND three (3) years of contract, public procurement and/or insurance experience; OR
2. Any satisfactory combination of education, experience and training.
