The position monitors the Toledo site HSSE performance and directs the development of systems and programs for improvement. This position influences interactions with outside regulatory agencies, industry associations, company governmental and public issues groups. Direct reports include Team Leaders for: Health and Safety, Contractor Management & Health Services, Security & Crisis Management and Environmental.This position is part of the Toledo Refinery Leadership Team and as such, is encouraged to participate and understand business issues and contribute to direction setting. Provide the Refinery Leadership Team with clear site HSSE plans and direction

Provide the Refinery Manager with overall assurance regarding HSSE performance, risks and delivery

Provide active leadership to ensure engagement of both BP and contractors in actively improving safety performance, and encouraging seamless co-ordination between personal and process safety communications

Provide leadership for the day-to-day management, building and maintaining the global strategy, and establishing and communicating the vision and plans

Provide safety culture leadership and drive a 'speak up' safety culture

In line with continuous conversations, have regular honest and constructive dialogue with team members to support performance and career development

Ensure delivery of Team Performance Contract, including performance management, talent development, work planning, budget management and HSSE resource management

Ensure all regulatory interfaces and controls are in place and run effectively

Fulfill the duties and responsibilities of Site Compliance SPA

Assess, prioritise and handle HSSE risks consistent with other relevant risk practices and maintain an independent view on HSSE risks within risk action plans, analysing findings for trends and required interventions to drive timely risk identification and balanced risk reduction

Ensure an appropriate safety management system is in place to provide direction and professional advice on HSSE requirements and systems

Champion continuous improvement in processes to reflect developments in HSSE policy

Coach and develop others to improve their leadership capability, enhance delivery of business objectives and build a performance culture

Build an environment that supports the business to drive HSSE excellence

Ensure organizational readiness for all emergency situations

Ensure personal and team compliance with BP's Code of Conduct and demonstrate a personal dedication to safety and outstanding leadership of BP's Leadership Expectations and Values & Behaviors

Deliver HSSE related activities and deliverables in support of OMS conformance and HSSE regulatory compliance, and conduct self-verification assessments of operations to ensure adherence to all standards, practices and guidelines

Issue and maintain HSSE procedures and mentorship, and assist in developing and implementing programs, initiatives and tools to continually improve HSSE performance

Participate in risk assessments, incident investigations and reporting as directed, contributing to the evaluation and implementation of corrective actions to mitigate risk, and challenges or raise under-reporting of HSSE related issues

Coordinate and analyse HSSE audits, ensuring trends are tracked

Work with project teams to implement BP practices and procedures to systematically identify and assess specific project health, industrial hygiene, safety, and security hazards (as applicable) and mitigate risks

Essential education :

Bachelor’s degree in an engineering, technical and/or safety discipline

Master’s degree in a related field is preferred

Essential experience :

10 years' experience of proven and effective leadership in a management role

10 years of refining or petrochemical experience with demonstrated knowledge of the HSSE function

A strong understanding and working knowledge of HSSE policies, procedures, standards and practices (i.e., legislation, regulation and data management)

Experience coaching, mentoring, and developing others and encouraging effective relationships throughout an organization

The ability to interpret complex regulatory and/or legal issues and direct favorable outcomes
