About the Position: The incumbent will serve as a Lead Police Officer for the Military Ocean Terminal located at Sunny Point Army Terminal in Southport, North Carolina. Responsibilities Serve as the Team Leader who is an assistant to the Supervisory Police Officer. Respond to and investigates emergency calls, complaints and other calls for service. Exercise search and apprehension authority, detain witnesses, apprehend suspects, interview witnesses and other persons involved, determine whether facts warrant apprehension or lesser action. Participate in antiterrorism committees and fusion cells and directly protect critical resources to include Arms, Ammunition and Explosives, and other classified objects moving through the Military Ocean Terminal via rail, ship or vehicle. Conduct waterside security patrols of U.S. Military, non-military, and foreign ships at berth which may contain explosives; associated equipment used for loading and unloading vessels at berth; three wharves and other waterfront facilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: One year of specialized experience which includes: 1) Performing access control duties by enforcing security protocols and monitoring vehicle and pedestrian traffic; 2) Conducting investigations by responding to emergency calls, gathering evidence, and interviewing witnesses; and 3) Performing lifesaving first aid as the first responder during medical emergencies until further assistance arrives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). You will be evaluated on the basis of your level of competency in the following areas: Accountability Arrest/Apprehension Critical Incident Response Traffic Control Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted. Additional Information Incumbent must successfully graduate from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General. This position has a requirement to lift up to 50lbs. in the regular performance of duties. Ensure compliance with and maintain the standards of the Individual Reliability Program (IRP) In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively. The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization. Must obtain and maintain a government motor vehicle operator's license. Adhere to and continuously meet the requirements of the Individual Reliability Program (IRP). Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent. Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. This position is a TERM position. In accordance with Section 9902(b(2) of title 5, USC, this position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met.
