Responsible for managing the efficient and effective
coordination and accomplishment of the planning, and direction
of major projects within the assigned program area for a United
States Special Operations Command (USSOCOM) Program Manager.
Responsible for overall management, and control of assigned
Command, Control, Communications, Computers, Intelligence,
Surveillance, and Reconnaissance (C4ISR), Mobility, Soldier
Support, Special Purpose Munitions, Weapons or Breaching
projects.
Incumbent coordinates security issues with the Office of the
Secretary of Defense, the individual services, and the Major
Command for developmental items.

Must be able to obtain and maintain a TOP SECRET security
clearance. Position is designated Critical-Sensitive (3).
This position is covered by the Alcohol and Drug Abuse
Prevention and Control Program.
Incumbent is required to sign a DA Form 5019-R (Condition of
Employment for Certain Positions Identified as Critical Under
the Drug Abuse Testing Program) and must pass urinalysis
testing, as required prior to appointment and periodically
thereafter.
IAW AR 600-50, incumbent is required to file OGE Form 450
(Confidential Financial Disclosure Statement) annually.
This position requires extensive travel and temporary duty (TDY)
approximately 25% of the time to various locations within and
outside the continental United States, possibly for extended
periods of time.
This may require travel on military aircraft, ships, and
vehicles.
This is a weather essential position and may require the
employee to remain on duty or report to duty during severe
weather and/or installation delays/closings.
Position is designated Key. In the event of a crisis situation,
the incumbent, or designated alternate, must continue to perform
the Key duties until relieved by proper authority.
The incumbent, or the designated alternate, may be required to
take part in readiness exercises.
Position cannot be vacated during national emergency or
mobilization without seriously impairing capability of
organization to function effectively.
The position is designated "key" requiring the incumbent, or
designated alternate, be screened from military recall status.
Employee must meet Defense Acquisition Workforce Act (DAWIA)
requirements applicable to the duties of the position.
This is an Acquisition Position and requires Level 2
certification in Acquisition Career Field A (Program Management)
within two years of assignment to the position.
LAUTENBERG AMENDMENT: This position authorizes the incumbent to
carry a firearm. Any person who has been convicted of a
misdemeanor crime of domestic violence cannot lawfully possess a
firearm or ammunition (Title 18, U.S.C., Section 922(g)(91)).
Candidates who have been convicted of a misdemeanor crime of
domestic violence are not qualified for this position.
Candidates under consideration will be required to certify
whether they have ever been convicted of such an offense.
False or fraudulent information provided by candidates is
criminally punishable by fine or imprisonment (Title 18, U.S.C.,
Section 1001).
On occasion, employee must participate in system demonstrations
and tests to verify system operation or investigate operational
problems at field locations in simulated combat environments.
Observations at field training sites are conducted in all types
of weather in both daylight and darkness. Some training sites
are unimproved with no flush toilets available.
Work may necessitate incumbent to wear clothes appropriate for
field training.
