IRS Office of the Chief Procurement Officer provides acquisition services for all business units of the IRS and other bureaus and offices within the Treasury Department. Contracting professionals deliver quality service and support throughout the acquisition life cycle, from planning to close out. The goal as business advisers and partners is to help create agile and innovative contract solutions to ensure the IRS can meet its mission of effective tax administration.WHAT DOES A MANAGEMENT AND PROGRAM ANALYST (STAFF ASSISTANT) DO? As a Management and Program Analyst (Staff Assistant) you will be responsible for leading major analytical studies and correspondence and other writing projects relating to substantive, mission-oriented programs of the Internal Revenue Service as well as day-to-day and long-range planning for the Director of Office of Procurement Policy and other key officials within the Office of Procurement.As a Management and Program Analyst (Staff Assistant) you will: Provide advice and feedback to the Director of Procurement Policy on critical, sensitive, or confidential matters. Consult with senior management within the organization, and with Policy management within the agency on critical organizational, management issues, and/or labor management relations affecting operating programsServe as a team lead on major corporate or large-scale studies, projects, or team efforts that includes Contracting Officer Representatives (COR) responsibilities. Participate in implementation strategiesPlan, organize, and/or lead all phases of multi-functional efforts to evaluate plans and proposals of projects involving broad areas of work processes, operational practices, and integration between various functional areas. Project and studies involve directing the analysis and evaluation of plans and proposals of projects, providing implementation support, assessing accomplishment of program and management goals and objectives, and prescribing or formulating new/revised policyAssess impact of new or modified program requirements. Prepare long range forecasts of developments relevant to areas of expertise. Identify and analyze critical problems and issues, the timing and sequence of key program events and milestones, resource utilization and constraints, and coordination of management controls. Develop innovative solutions, documents findings and conclusions, and make presentationsPrepare, formulate, and/or manage budget/financial resources specific to, or in addition to, assigned program(s) and/or project(s)Attend interagency meetings and conferences with external stakeholders and exercises authority to represent and make commitments for the Director on a variety of management issues. These interagency meetings may include participating in user groups relating to the use of Federal Procurement Data System (FPDS), contract writing systems, etc.Prepare office directives, memoranda, policy statements, and other written guidelines and recommendations relating to assigned programs/projectsConduct briefings and prepares comprehensive reports to keep managers and executives advised of plans and progress and to communicate findings and recommendationsMeet with managers and executives within the Service as well as executives from other agencies, and members of the private sector to define the overall goals and objectives of the assignment WHERE CAN I FIND OUT MORE ABOUT OTHER IRS CAREERS? Project management and organizational experience evaluating and leading projects and studies. Experience identifying problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates; Experience using oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. Written communication experience to write memoranda, policy and procedures, briefings, and recommendations for a wide range of audience including contracting personnel, managers and executives.

The experience may have been gained in the public sector, private sector or Volunteer Service.
