This includes planning, directing and coordinating all phases of the fiscal, administrative, and personnel functions for the department. These responsibilities will include: {a) oversight and management of the ECE Department's administrative and technical staff, {b) representing the ECE Department to the University and Hajim School of Engineering administrative offices, research sponsors and the Office of Research Project Administration, and regulatory agencies; (c) representing the Department Chair and Department Faculty to outside organizations involved in research and/or education; (c) acting as a resource in working with other departments of the University.Responsibilities:Under minimal direction of the Department Chair and with latitude for the exercise of independent judgment and initiative, the Assistant Chair will fulfill the following responsibilities.Departmental Fiscal Administration Develop and monitor salary, operating, endowment, and capital budgets and work with faculty regarding their utilization of funds including monitoring of start-up account spending for new faculty. Approve expenses on all accounts (UR, instructional, endowment, gifts, research) including T&C, P-Card, P2P, Salary, Reimbursements, and others. Supervise all department account and purchasing functions including oversight of departmental accounting staff and purchasing coordinator, ensure fiscal control, utilizing and training other staff in the use of the University's computerized encumbrance accounting system and UR Financials. Delegation and supervision of staff in reconciliation with University reports, problem resolution, and analysis of revenue and expense trends and variances. Evaluate and analyze budget information for appropriateness, exemptions, trends, and accuracy. Take responsibility for budget planning and financial modeling.Research AdministrationProvide training, supervision, and backup for department staff in the development of research proposal budgets and interact with faculty regarding the utilization of funds from externally supported research projects. Ensure fiscal control, utilizing a computerized encumbrance accounting system. Supervise account and purchasing functions including reconciliation with University reports, problem resolution, and analysis of revenue and expense trends and variances. Evaluate and analyze budget and expenditure information for appropriateness, exemptions, trends, and accuracy. Supervise regulatory reporting and ensure compliance with government regulations and funding requirements. Plan and direct the administrative and programmatic support for research activities in order to effectively manage available resources (personnel, space, supplies, computers and office equipment).Department General AdministrationAssist the Department Chair by informing and advising on the administrative and fiscal activities, especially in terms of strategic planning and problem resolution. Represent the Department, as appropriate, in interactions with the University and the community. Oversee Department activities to ensure efficient and effective operations; seek opportunities to improve operations. Ensure completion of various surveys and reports. Maintain responsibility for purchases, approvals of major equipment, services, space and materials. Participate in the evaluation of the performance of the Department.Personnel ManagementResponsible for the management and supervision of all Department staff, directly or indirectly. Manage all HR functions for the department (i.e. hiring of all faculty, staff, postdocs, and students), faculty appointments and tenure, promotions, visas, payroll, and resolve all issues related to these aspects. Establish internal policies and procedures and ensure compliance with University policies and procedures. Advise faculty and staff on all aspects of personnel administration, including supervision, performance evaluation, compensation, progressive discipline, termination, sick leave and vacation, disability, and employee benefits, etc. Prepare salary recommendations and monitor staff compensation levels to ensure equity. Evaluate changes in staff job responsibilities and develop requests for new positions and job reclassifications. Assist in visa application processes as necessary.Provide support for the Chair for appointment, reappointment, tenure and promotion cases. Serve on search committees for new faculty; assist in interview process, offer process, space utilization and planning, processing new faculty hire paperwork.Qualifications:Requires Bachelor's degree; Master's degree, equivalent course work, or specialized experience in an appropriate field related to the assignment is desirable. Requires minimum five years of related experience at a managerial level in a university setting or other equivalent experience, including grant preparation, pre and post-award accounting, proficiency in MS Office including Excel and electronic communication.
