NY STATE Health Benefit Exchange Program (NY-HX).The NY-HX Solution will carry out a number of functions required by the Affordable Care Act. Using the NY-HX portal functionality, insurers and the State will conduct certification management of qualified health plans. Small businesses will use NY-HX Solution to establish health insurance coverage options for their employees. Individuals will use NY-HX Solution portal features to comparison shop health insurance plans, determine plan eligibility options, learn about plan subsidies, cost-sharing, and tax credit options, and complete the plan enrollment process. The NY-HX will facilitate people and small businesses in having a choice for quality, affordable health insurance even if a job loss, job switch, move, or illness occurs. The NY-HX Solution will make purchasing health insurance easier and more understandable and a consumer-friendly IT infrastructure will be critical to the success of the Exchange.The NY-HX Solution will share and gather information across the enterprise as appropriate, and will streamline the process for the consumer. Ultimately, the NY-HX Solution will present the consumer with the best information to make an informed choice regarding health insurance options.

Job Description:The Senior Business Systems Analyst is responsible for all aspects of systems analysis, including development of new systems and maintaining/modifying existing ones. Project responsibilities include requirements gathering and conceptual design and supporting development, testing, and implementation. Maintenance responsibilities include troubleshooting existing systems and handling systems errors, resolving issues, and handling technical questions from internal business representatives.

JOB ROLES AND RESPONSIBILITIES: 1. Work with business users and/or business analysts to understand the requirements and translate them to technical specifications. Act as the main liaison with IT, understanding the technology and communicating how systems need to change to support the business requests.2. Pinpoint where the system changes need to be made and perform an impact analysis to determine the effect of the change to downstream systems.3. Formulate, define and document a detailed conceptual design for a project. Analyze and revise existing functional documentation.4. Analyze and decompose business requirements and functional requirements to produce system requirements for the conceptual design artifacts. Provide directions for the development team and assist SQA with creating test plans.5. Support architects, developers, SQA, and UAT teams throughout the software development life cycle. This includes planning and documenting eligibility rules engine design6. Act as a Subject Matter Expert and point of contact for our respective internal customers such as Application Support and Production Support teams. Help solve problems and issues with existing systems through research of these systems, code reviews, data analysis, etc.7. Act as the front line of support from an analysis perspective for the warranty period of the project.8. Collaborate, coordinate, and communicate across disciplines and departments.9. Ensure compliance with HIPAA regulations and requirements.10. Demonstrate commitment to the Company’s core values.11. JOB SCOPE: The position works under moderate supervision to accomplish the job responsibilities. The individual possesses and applies a broad range of knowledge of principles, practices, and procedures of the field. This person works independently or as part of a team to improve the relationship between business and technical teams of the Company. The incumbent acts as one of the main liaisons with IT by assisting the business units to communicate their requirements to IT and is expected to be the Subject Matter Expert for systems in his/her domain area of responsibility.

JOB REQUIREMENTS (Education, Experience, and Training): Minimum BA/BS degree Minimum 8 years of systems analysis experience Required licensures, professional certifications, and/or Board certifications as applicable Experience in healthcare and/or insurance industry (knowledge of Provider industry, contracts, reimbursement methodologies, and claims processing) preferred Direct experience with prototyping tools preferred Analytical skills, including the ability to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, and distinguish requests and solution ideas from requirements. Writing skills, capability to communicate information effectively and provide quality documentation of processes. Ability to use software, hardware, and peripherals related to job responsibilities, including MS Office (Word, Excel, Access, PowerPoint, and Visio), SQL related development tools (e.g. TOAD), software testing application (e.g., Test Director), Service Ticket Routing and Inquiry System, SharePoint or similar collaborative work system, etc. Ability to analyze and develop SQL queries Ability to comprehend Use Cases, Activity diagrams, and functional specifications. Ability to understand data relationships and the impacts to the current system design Ability to document pseudo code type logic to guide development staff to update rule engine code Ability to conduct reverse engineering efforts which includes the ability to interoperate computer code. Ability to work directly or with moderate supervision with the business community, handle demanding user groups, and communicate with internal clients at all enterprise levels. Ability to learn new concepts, systems, and software independently and quickly.
