What we do:

The Regional, Community and Foreign Institutions (RCFI) function within the Supervision Group at the Federal Reserve Bank of NY is responsible for monitoring and assessing the safety and soundness of Second District firms under $100 billion in assets. Together, these nearly 200 institutions constitute the District’s largest and most diverse portfolio. This portfolio includes representative offices of foreign banks and supervised organizations headquartered in Puerto Rico.The Regional Banking Organizations (RBO) Department Head leads a team of financial institution supervisors in collaboration with the RCFI Risk and Analysis Department to assess the safety and soundness of state member commercial banks and holding companies with total assets between $10 billion and $100 billion. These firms are subject to consolidated and continuous supervision including both onsite evaluations and offsite continuing monitoring and surveillance.A successful candidate will contribute to the Group’s overall mission of promoting a safe, sound and accessible financial system that supports the growth and stability of the U.S. economy, strengthening financial regulation and building a more systemic and dynamic risk oversight framework. Success is measured by the candidate’s ability to lead a staff and to collaborate within the RCFI Function, within Supervision Group NY, and across the Reserve System.

Your role as a RBO RCFI Department Head:

Lead a team of 14 examiners including two CPC teams responsible for assessing and monitoring risk management practices at supervised institutions.

Oversee the development and execution of a supervisory program tailored for each institution including a surveillance program for on-going monitoring.

Collaborate with the Risk & Analysis teams to develop peer perspectives, identifying direct and indirect risks emanating from business and control activities as well as leading practices.

Lead or participate in meetings with board and senior management of supervised institutions and assist in developing appropriate supervisory messages.

Ensure compliance with System mandates and program requirements including identifying areas to enhance, update or create supervisory policies and collaborate with key stakeholders to influence outcomes. This might include participating or leading taskforces and special projects within the Bank and the System.

Represent the FRBNY in various industry or supervisory panels/speaking engagements or other outreach, particularly those devoted to Puerto Rico and or regional banking developments.

Ensure staff is frequently and accurately evaluated on performance (performance feedback, career development plans, coordination of training programs, etc.) including ensuring a strong talent pipeline for key positions.

Contribute to RCFI and Supervision initiatives to build capacity and strengthen our effectiveness, including championing the development of a highly integrated, seasoned and fungible workforce.

Interface effectively and credibly within the Group, and across the Bank and Federal Reserve System, as well as supervisors from other agencies, to maximize the team’s effectiveness.What we are looking for:

Fifteen plus year of professional experience in financial services with strong examination experience, preferably with domestic commercial banks and holding companies.

Thorough understanding of the risk focused supervision process and working knowledge of ongoing supervisory policy development and an understanding of how it applies to regional banking organizations.

Solid understanding of risks, the risk control self-assessment process and broad working knowledge of banking and financial services.

Recognized as a thought leader in core expertise, and ability to apply expertise to achieve successful outcomes.

Track record of building and leading teams, and collaborating with peers to balance workload, resource needs and priorities.

Proven management skills. Ability to attract, retain and develop talent, and build an inclusive work environment.

Excellent coordination/collaboration skills and the ability to build effective working relationships across Supervision, the Bank and the System as well as external stakeholders (e.g., regulatory partners).

Strong critical skills and clear independent thinking. Agility and intellectual capacity to quickly assimilate new information as well as keep track of rapidly changing issues.

Excellent written and verbal communication skills, including the ability to interface with and persuade a firm’s most senior executives and board of directors.

Bachelor’s Degree and/or other relevant advanced degrees and relevant work experience.

Examination commission is required or expected commissioning within 6 months of taking the role.
