Assistant (MSA), also known as Health Benefits Advisor, to the

Manchester Business Office. The incumbent is responsible for a wide

range of assignments and provides administrative support to the

section, and the clinical staff recovery aspects of this position

have a direct impact on the reimbursement of the facility.Learn more about this agencyResponsibilities

Verifies eligibility/entitlement for benefits of all applicants

using various methods including income assessments, military

discharge documents, computer hospital inquiry (HINQ), Veterans

Information Solution (VIS) and other means, such as

communications with VA Regional Office or VA Records Processing

Centers.

Advises the veterans of their entitlement to various medical

benefits and discusses co-payment requirements of veterans in

discretionary categories. Extreme tact, diplomacy and privacy

are required to explain complicated laws in this area.

Responds to inquiries from veterans, Medical Center staff and

other agencies regarding applying for care, eligibility, etc.

Accurately generates patient data cards for veterans applying

for care using the Veterans Identification Card (VIC) system.

Monitors enrolled patient data base information on a regular

basis (at a minimum, annually) to perform updates to health

insurance data, income assessments for the Means Test and

Pharmacy Co-pay Exemption programs as mandated by law.

Identifies and collates health insurance information from all

applicants for entry to the VistA, copies or scans insurance

company enrollment identification cards, researches employers as

needed to obtain complete data when applicants do not have

complete information.

Ensures that all new veterans to the system are registered

within 7 days of receipt of their application. New eligible

applicants will be given the appropriate appointments and

receive proper notification either by letter or post card.

In the performance of official duties, the employee has regular

access to printed and electronic files containing sensitive data

which must be protected under the provisions of the Privacy Act

of 1974 and other applicable laws, federal regulations, VA

statutes and policy, and VHA procedures.

The employee will have regular and recurring contact with

personnel external to the agency for the obtainment of services,

sharing of information and authorization, clarification or

denial of payment.

QualificationsBasic Requirements:

a. Citizenship. Citizen of the United States. (Non-citizens may

be appointed when it is not possible to recruit qualified citizens

in accordance with VA Handbook 5005, part II, chapter 3, section A,

paragraph 3g.)

b. Experience and Education

(1) Experience. Six months experience of clerical, office or

other work that indicates the ability to acquire the particular

knowledge and skills needed to perform the duties of the position;

or

(2) Education. One year above high school; or

(3) Experience/Education Combination. Equivalent combination of

experience and education are qualifying for entry level for which

both education and experience are acceptable.

c. English Language Proficiency. MSAs must be proficient in

spoken and written English in accordance with VA Handbook 5005, part

II, chapter 3, section A, paragraph 3j.Grade Determinations: The following criteria must be met when

determining the grade of candidates.(1) GS-3 MSA (Entry Level)

(a) Experience or Education. None beyond the basic

requirements.(2) GS-4 MSA (Developmental Level)

(a) Experience or Education. One year of experience in

clerical or office work that indicates the ability to acquire the

particular knowledge and skills needed to perform the duties of the

position or two years of education above high school.

(b) Demonstrated Knowledge, Skills, and Abilities.

Candidates must demonstrate the KSAs below:

1. Ability to meet, communicate and interact with individuals from

varying backgrounds and other health care team members in a

courteous and helpful manner in order to complete job assignments.

2. Ability to use various types of office automation equipment and

software.

3. Ability to set up, organize, and maintain record systems.(3) GS-5 MSA (Full Performance Level)

(a) Experience or Education. One year of experience equivalent

to the next lower grade level or 4 years of education above high

school.

(b) Demonstrated Knowledge, Skills, and Abilities.

Candidates must demonstrate the KSAs below:

1. Ability to operate computerized programs and databases in order

to enter, modify and retrieve sensitive information/data into or

from electronic medical records, scheduling systems and/or

reports.

2. Knowledge of basic medical terminology.

3. Ability to make appointments in a clinical setting.

4. Ability to work independently in the accomplishment of a wide

variety of duties, including setting priorities and coordinating

work.

5. Ability to communicate effectively and professionally with

employees at varying grade levels.

6. Ability to identify customer's concerns, perform the tasks

required to resolve the issue accurately and timely, and follow-up
