About the Position: Serves as Human Resources Analyst working for the Human Resources Directorate in the Integrated Logistics Support Center (ILSC). Responsibilities Serves as a senior advisor to Integrated Logistics Support Center (ILSC) managers on human resource issues, such as staffing, classification, performance management, student/intern programs, deployment and awards. Maintain a comprehensive database of personnel/position information that is useful in managing the organization, making organizational decisions, and in extracting pertinent data for various reports. Utilize broad practical knowledge of the capabilities, facilities and missions of the ILSC to perform assigned special projects and responsibilities relative to human resource requirements. Attend meetings, conferences and training sessions with management, operating officials and higher headquarter personnel to disseminate planning guidance, coordinate various administrative program activities, and advise on human resource issues. Provide guidance and assistance to lower graded human resource analysts. Responsible for managing the organizations Permanent Change of Station (PCS) Orders program. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: (1) Advising managers on human resource issues such as staffing and position classification matters including management options and alternatives; (2) Reviewing and submitting requests for personnel actions (RPAs) through automated systems; (3) Utilizing analytical techniques to interpret and report human resource data clearly while representing the organization; (4) Conducting training/presentations/briefing sessions on human resources topics to organization personnel for implementation; and (5) Assisting in defining and describing travel orders, entitlements and requirements for personnel moving to new duty stations. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Customer Service Human Resources Management Technical Competence Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
