HUMAN RESOURCES MANAGER (HRIS/PAYROLL) “ ID# 19592.

Research Corporation of the University of Hawaii. Regular, Full-Time, RCUH Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawaii (RCUH) core staff located in Honolulu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

Responsible for managing the RCUH Human Resources Information Systems (HRIS) and Payroll operations.

Ensures accurate/timely services to the Principal Investigators/staff to facilitate project personnel administration.

Responsible for the management and success of the HRIS in its operational/functional applications and processes to maintain operating efficiencies in recruitment/employment, employee benefits, payroll, and regulatory reporting requirements.

Responsible for the overall management of the RCUH Payroll operations.

Supervises HRIS and Payroll operations staff. PRIMARY QUALIFICATIONS:

EDUCATION/TRAINING:

Bachelor's Degree from an accredited four (4) year college or university in Management or Human Resources and professional certifications from Society for Human Resource Management (SHRM) or American Payroll Association with related training directly applicable to the job duties.

Ten or more years of experience as a HRIS Developer, Project Manager, or HRIS Manager in PeopleSoft HRIS/HCM with Society for Human Resource Management (SHRM) certification may substitute for a Bachelors Degree in Management or Human Resources. EXPERIENCE:

Three to five (3-5) years of experience in a management level in human resources administration, payroll administration, or information system management, which includes one to three (1-3) years of experience supervising exempt and non-exempt staff.

Prefer experience with PeopleSoft HRIS/HCM system. ABIL/KNOW/SKILLS:

Knowledge of management principles, including but not limited to, supervising/developing employees, Project management principal, information technology systems, payroll/tax and administration of policies and procedures.

Prefer knowledge of Oracle/PeopleSoft HRIS/HCM, and system management.

Ability to establish work standards and/or expectations and clear direction to meet goals and objectives of ongoing work for direct reports.

Ability to motivate and engage direct reports through effective communication and leadership.

Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work.

Ability to develop and review work, evaluate performance, and develop required job competencies of direct reports.

Proficient in Process Mapping and Project Management skills.

Demonstrated ability to handle difficult and complex problems utilizing judgment and reasoning skills.

Ability to provide consultative feedback on critical problems and issues.

Ability to demonstrate commitment to organizational and project planning and management requirements.

Ability to provide practical solutions and guidance on complex issues.
