The primary purpose of this position is to serve as the Program Analyst and Director responsible for providing planning, managing, directing, coordinating, organizing, and developing the Air Force Community Partnership (AFCP) program and opportunities for Tyndall Air Force Base, Florida, and the surrounding local area.ResponsibilitiesLeads development and maintenance of relationships with private sector, non-governmental organizations (NGOs), private volunteer organizations, federal agencies, and state, county and local governments.Plans, orchestrates, and executes the wing?s strategic planning activities affecting various phases of the wing?s installation support processes and interactions with community partners.Expertly integrates partnership perspectives to provide insights on TAFB topics of interest whose programs relate to Tyndall missions and priorities.Serves as host for AFCP organizational representatives to TAFB, ensuring accurate contact and engagement of appropriate participants.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position Series, 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of private and public sector organizations including an overview of their respective structures, missions, programs, goals, and objectives. Exercises expertise of all aspects of integrating partnership products and thoughts into installation support planning, strategies, exercises, land use and operations, to include: assessments, unique operational data required for mission planning, and interoperability between TAFB, non-government and other US and State governmental agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of relationships involving command, installation, and community partnership and strategic planning efforts. 2. Mastery of Air Force, command program goals and objectives to ensure the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of partnership and strategic planning actions related to support of base operations, and other wide ranging functional mission categories to include research and development, education and training, mission support, medical, et al. 3. Expert skill in designing and conducting comprehensive studies; and solution plan to broad, important, and highly visible base specific and community partnership opportunities, and installation strategic efforts. 4. Mastery to communicate effectively, both orally and in writing, providing briefings to both senior Air Force and installation leadership, as well as community, county, and state leaders. 5. Expert ability to plan, organize, develop and lead studies and projects, make recommendations on substantive operating programs, analyze feedback, negotiate with others to create solutions, coordinate with affected leadership, and implement approved recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.EducationAdditional InformationCurrent or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1").
