We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Management and Program Analyst, GS-0343-14, you will be responsible for the following duties: Directs and develops plans for project teams or other groups in accomplishing/producing projects/studies.Serves as an agency expert and authoritative consultant in providing technical assistance and resource management support across Charter School Program (CSP) on managing grant programs and/or budget expenditures.Plans, reviews, and provides guidance and direction on issues related to charter school initiatives and choice in education at the K-12 grade level.Participates in budget preparation, coordinates formulation activities, reviews submissions for consistency with Office of Elementary and Secondary Education (OESE) and Department strategic plans and objectives, and ensures that submissions are adequately documented.Designs frameworks for analyzing program performance and outcomes, using a variety of analytical methods, and facilitate portfolio performance reviews.RequirementsConditions of EmploymentMust be a US CitizenMales 18 and over must be registered with the Selective Service.You may be subject to serve a one-year probationary period.Relocation will not be paid.You may be subject to serve a one-year supervisory probationary period.You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). We will consider all qualifying experience, including any volunteer experience.QualificationsMinimum Qualification Requirements Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing all three (3) of the following duties or work assignments: Experience developing policies, establishing priorities, and implementing procedures related to the management of grant programs that impact elementary and secondary education at the Federal, State, and local levels.Experience providing leadership in the evaluation, assessment, and improvement of programs by applying a wide range of qualitative and quantitative techniques. Experience reviewing, analyzing, and developing policies governing Elementary and Secondary Education Act (ESEA) programs to be able to make authoritative recommendations for change or improvements, as necessary. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of Federal grants, program management, monitoring, and implementation of policies, regulations, and procedures associated with the Elementary and Secondary Education Act (ESEA).

Skill in devising and implementing solutions to strengthening the peer review process; supporting and providing technical assistance to grantees on various grant policies; and strengthening internal controls.

Knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.

Knowledge of Discretionary Grant education initiatives and other administrative laws, policies, regulations, and precedents applicable to the administration of one or more important education programs.

Ability working with schools, state entities,management organizations, and community stakeholders.

However, all employees must work from the official worksite location a minimum of four (4) days per work week. Bargaining Unit: This position is not included in the bargaining unit.Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized.
