SummaryThis duty station of this position is the Ronald Reagan Building, 1300 Pennsylvania Avenue, NW, Washington, DC, serving in the Office of Afghanistan and Pakistan Affairs, Technical Services Division (OAPA/TS).ResponsibilitiesUSAID plays a vital role in the United States's national security strategy to disrupt, dismantle and defeat Al Qaeda and to prevent its capacity to threaten the United States. USAID programs in agriculture, democracy and governance, economic growth, education, energy, health, and infrastructure provide Afghans and Pakistanis with the tools, technical support, capacity building and institutions for stability, economic development and security in the region.As a Senior Population and Health DevelopmentOfficer, your duties will include the following: Leading the development and support of USAID assistance programs in the health sector of Afghanistan and Pakistan, and particularly with the intersections and synergies between health and other development sectors (i.e. education, democracy, agriculture, economic growth, etc.);Articulating the importance of improved health outcomes, and developing and identifying innovative strategies to promote and utilize these assistance investments that facilitate USAID's overall development objectives in these two critical countries;Promoting these concepts within USAID and the larger development community; and while working primarily for OAPA is expected to participate in assignments crossing organizational lines;Serving as the Bureau’s point of contact on life sciences vetting while strengthening ongoing institutional review and oversight of life sciences research;Identifying potential dual use research and mitigate risks where appropriate; andMonitoring and managing activities of implementing partners, including serving as a Contracting/Agreement Officer Representative (C/AOR), by taking the initiative in contributing ideas, offering technical direction and leadership, analyzing options, suggesting corrective measures, and offering informed opinions based on technical expertise and knowledge.RequirementsConditions of EmploymentUnited States Citizenship is required.Relevant experience (see Qualifications below).Must be able to obtain and maintain a security clearance.Males born after 12/31/1959, must be registered with the Selective Service.You will have to serve a one year probationary period.Direct Deposit/Electronic Funds Transfer is required.You are encouraged to read the entire announcement before you submit your application package. Examples of qualifying specialized experience at the next lower level for this position includes: a) providing strategic direction and guidance on international public health and health sciences program development, implementation, monitoring, evaluation, and operations; b) providing public health briefings to the most senior levels of the legislative and executive branch on topics relevant to U.S. or allied nation’s national security;; and c) developing projects devoted to health science strengthening.SELECTIVE FACTOR: This position requires a selective factor that is in addition to the qualification requirements noted above.
