Accounting Division. The incumbent will perform work requiring the

application of accounting and budgeting theories, concepts, and

practices to ensure that financial management and accounting systems

produce accurate results; processes transactions to include vendor

invoices, daily disbursement schedules, manual obligations, and

assignments may include the following under supervision:

Performs work requiring the application of accounting and

budgeting theories, concepts, and practices to ensure that

financial management and accounting systems produce accurate

results.

Prepares analysis of budget materials by collecting,

reconciling, and analyzing financial data to develop, create,

and maintain financial reports and records.

Advises managers on changes in policy and program operations and

provides interpretations of accounting and budget reports and

other resource management data.

Performs special studies to identify accounting and budget

deficiencies for correction of improprieties disclosed through

audits.

Reviews travel vouchers and ensures accuracy and propriety as

required by law; identifies problems and reconciles balances to

ensure appropriate funding is available in the system.

QualificationsMinimum Qualifications Requirements: All applicants must meet

the qualification requirements outlined below to be considered

minimally qualified for this position. The qualification

requirements are in accordance with the OPM Qualification Standards.

All qualifications must be met by the closing date of this

announcement.In order to qualify at the GS-09 level, applicants must meet one

of the criteria listed below:A. One year of specialized experience equivalent to the GS-07

grade level or pay band in the Federal service or equivalent

experience in the private sector. Specialized experience is

defined as: performing work that requires the application of

accounting and budgeting theories, concepts, and practices to ensure

that financial management and accounting systems produce accurate

results and meets legal and regulatory requirements; gathers,

assembles, consolidates, and analyzes financial data and drawing

conclusions; records timely and accurate coding and posting of

certified invoice transactions into the financial management system

for review and validation; ORB. A master's or equivalent graduate degree from an accredited

college or university; or two full years of progressively higher

level graduate education leading to such a degree; or possession of

a LL.B. or J.D degree, if related. Graduate level education must

demonstrate the competencies necessary to do the work of the

position; ORC. A combination of education and experience as listed above that

equates to one year of specialized experience.Experience refers to paid and unpaid experience, including volunteer

work done through National Service programs (e.g., Peace Corps,

AmeriCorps) and other organizations (e.g., professional;

philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and

skills and can provide valuable training and experience that

translates directly to paid employment. You will receive credit for

all qualifying experience, including volunteer experience.This position has promotion potential to the GS-11

($69,581-$90,461). Promotion to the next highest grade level is
