SummaryThe incumbent of this position serves as the Deputy to the International Tax Counsel (Treaty Affairs) in the Office of the International Tax Counsel. The International Tax Counsel is the principal legal adviser to the Secretary of the Treasury, the Assistant Secretary (Tax Policy) and other senior Treasury officials with regard to all aspects of international tax matters, including legislation, taxation of foreign income and investment, and negotiation of tax treaties.ResponsibilitiesAs a Deputy to the International Counsel, you will: Work with the International Tax Counsel in directing and supervising the staff work on the formulation and review of appropriate policy positions relating to the taxation of foreign income and investment, the avoidance of double taxation, and the prevention of fiscal evasion through implementation of bilateral tax treaties. Advise the International Tax Counsel on the effect of the bilateral tax treaty network on other economic plans and programs, recommending courses of action, and performing related assignments of a confidential or policy-determining nature. Specialized experiencefor this position includes: Experience providing quality assurance regarding federal tax accounting methods and periods, including drafting and reviewing tax opinions, technical memoranda, and IRS ruling requests.; ANDExperience assisting with resolving various accounting method issues.; ANDExperience analyzing tax legislation, IRS rulings, court decisions, and other relevant authorities and communicating knowledge to professionals via published memoranda, national conference calls, and national training seminars. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-15, you must have been at the GS-14level for 52 weeks.EducationAdditional Information
