This requires independent performance of administrative and management assignments supporting Homeland Security research and development projects and studies. This mission of the S&T Directorate is to develop and deliver effective and sustainable technologies and systems to anticipate, prevent, defeat and mitigate catastrophic terrorist attacks and to enhance conventional mission capabilities of other DHS operational areas. Duties performed: Performing pre-award and post-award contract administration; Participating in source selection activities ; Monitoring the utilization of funds; Serving as a liaison between a contractor and the government; and Developing reports that contain technical informationRequirementsConditions of EmploymentQualificationsSpecialized Experience: GS-12: Applicants must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in Federal Service that included:1) Conducting research and analysis to assist with pre-award functions which include preparing statements of work and task statements for competitive awards;2) Providing guidance concerning the technical performance of contracts;3) Contributing to segments of reviews for approval of reports, invoices and/or functions of a technical nature; and4) Monitoring fund utilization to report funding issues. GS-13: Applicants must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that included:1) Applying laws, policies, and regulations during the preparation of work statements and cost estimates;2) Participating in source selection activities and providing guidance concerning the technical performance of the contract;3) Monitoring the utilization of funds and preparing reports and alerts of funding issues; and4) Developing of reports and documentation for contract performance issues, projected contract changes, and available funds.
