PBS Budget Division, Capital Projects Budget Team within the Office
of the Chief Financial Officer.The PBS Budget Division is responsible for managing the budgeting
process of Public Buildings Service (PBS).We are currently filling one vacancy, but additional vacancies may

Provides expert guidance, advice and recommendations on all
aspects of financial management to senior line managers on the
full range of the organization's budgetary/financial matters,
such as the interpretation of budget estimates and the
formulation of budget requests for long-range (e.g., 5 year)
plans.
Initiates, executes, coordinates and evaluates all program
matters as they relate to the financial management of assigned
funds.
Ensures the accurate input of budgetary data for automated
reports by monitoring printouts and overseeing employees
responsible for this input throughout the regional organization.

QualificationsTo qualify, you must have at least one year of specialized
experience equivalent to the GS-12 level or higher in the
Federal service. Specialized experience is experience that equipped
the applicant with the particular knowledge, skills and abilities to
successfully perform the duties of the position, and that is
typically in or related to the work of the position to be
filled. Specialized experience is experience in capital programs to
include major and minor construction renovation budget activities,
presentation, and execution; and applying budgeting and financial
management laws, regulations, policies, precedents, and methods to
formulate, justify and monitor budget activities. This experience
must include work with Inter/Intra Agency work Authorization

Knowledge of the Federal Budget process, including knowledge of
budget execution processes, i.e. allocation of resources,
mid-year review, year-end closing and funds control.
Ability to compile financial data and reports. Manage financial
plans and inter-agency agreements.
Knowledge of policies, procedures, and directives which
implement and are in consonance with guidance from OMB, GSA,
Treasury, Congress, in order to develop budgetary policies to
implement program goals nationwide.
Ability to analyze, interpret, and report to senior management
on financial and operational results, identifying problems, and
present recommendations particularly as they relate to
forecasting problems are complicated by the fact that predictive
data is not always available.
