Officer, Financial Policy and Planning organization in Washington,
DC.The incumbent of this position is responsible for performing audit
follow-up activities on audits conducted by the Office of Inspector
General, Government Accountability Office or independent accounting
firms. Other responsibilities include conducting internal reviews,
training customers and performing oversight of internal reviews of

Apply judgment in the performance of audit assignments based on

Recommend corrective actions such as modifying management
systems, financial and accounting systems, workflow, lines of

Collaborate with the Director and/or Team Lead, Agency and Staff
Office Audit Liaison Officials and their staff, and other
colleagues on audit and internal control related issues.
Provide recommendations to supervisor to improve operations and
improve the customer's experience with departmental processes
and automated tools.
Interpret and provide regulatory guidance to customers, document
audit findings and provide recommendations for improvement and
compliance.
Ensure that the Department?s automated system is updated timely
and accurately for audit closures, status reports, or other
internal control review activities.

QualificationsBasic Requirements:This position has a positive education requirement. Applicants MUST
meet one of the educational requirements below for the 0511
occupational series. Transcripts are required at the time of
application.Degree: accounting; or a degree in a related field such as business
administration, finance, or public administration that included or
was supplemented by 24 semester hours in accounting. The 24 hours
may include up to 6 hours of credit in business law. (The term
"accounting" means "accounting and/or auditing" in this standard.
Similarly, "accountant" should be interpreted, generally, as
"accountant and/or auditor.")ORCombination of education and experience: at least 4 years of
experience in accounting, or an equivalent combination of accounting
experience, college-level education, and training that provided
professional accounting knowledge. The applicants background must
also include one of the following:
Twenty-four semester hours in accounting or auditing courses of
appropriate type and quality. This can include up to 6 hours of
business law;
A certificate as Certified Public Accountant or a Certified
Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included
substantial course work in accounting or auditing, e.g., 15 semester
hours, but that does not fully satisfy the 24-semester-hour
requirement of paragraph A, provided that (a) the applicant has
successfully worked at the full-performance level in accounting,
auditing, or a related field, e.g., valuation engineering or
financial institution examining; (b) a panel of at least two higher
level professional accountants or auditors has determined that the
applicant has demonstrated a good knowledge of accounting and of
related and underlying fields that equals in breadth, depth,
currency, and level of advancement that which is normally associated
with successful completion of the 4-year course of study described
in paragraph A; and (c) except for literal non-conformance to the
requirement of 24 semester hours in accounting, the applicants
education, training, and experience fully meet the specified
requirements.
In addition to the basic requirements above, applicants must meet
the specialized experience below.Specialized Experience:
One year of specialized experience equivalent to the GS-9 grade
level or pay band in Federal Service or equivalent experience in the
private or public sector performing the following duties; Developing
audit guidelines, progress reports, audit reports, and audit
summaries; Knowledge of auditing concepts, practices, and techniques
as applied to planning, conducting, and reporting audits; Knowledge
of the Inspector General's Act, Federal Managers' Financial
Integrity Act, Federal Financial Management Improvement Act, as
amended, and appropriations law; and related internal control and
audit follow-up guidance; Independently develop or modify methods
and techniques to resolve a variety of auditing problems.(Note: This experience must be demonstrated on your
resume/supporting documents).Time in grade:
One year at the GS-09 is required to be eligible for the GS-11.
Time-in-Grade requirements must be met by the closing date of the

applicants total qualifying experience as a percentage of the
experience required for the grade level; then determining the
applicant's education as a percentage of the education required for
the grade level; and then adding the two percentages. The total
percentages must equal at least 100 percent to qualify an applicant
for that grade level. (When crediting education that requires
specific course work, prorate the number of hours of related courses
required as a proportion of the total education to be used.)Foreign Education: If you are using education completed in
foreign colleges or universities to meet the qualification
requirements, you must show that the education credentials have been
evaluated by a private organization that specializes in
interpretation of foreign education programs and such education has
been deemed equivalent to that gained in an accredited U.S.
education program; or full credit has been given for the courses at
