The primary purpose of this position is to conduct expert IT systems analysis for the technical accuracy and integrity of all architectural design and implementation actions. Oversees requirements management throughout the lifecycle management of an enterprise architecture.ResponsibilitiesFunctions as a system engineer in the development of an enterprise architecture that involves the integration of complex operations, communications, and computer systems.Provides advanced enterprise architecture design assessment and analyses of existing and future Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) capabilities for the Command.Develops short and long-range requirements for replacement of existing systems. Performs in-depth system and solutions analysis of the enterprise architecture for a variety of projects that range in complexity and utility.Serves as an expert advisor on all efforts to modernize and transform IT assets and programs. Advises on a wide range of IT systems issues and problems.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.ORExperience must be IT related; the experience may be demonstrated by paid or unpaid experience. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying a mastery of IT principles, modern systems, enterprise architecture and hardware/software design practices and processes to enable the incumbent to accomplish system designs, modifications, and upgrades to create new configurations with required capabilities. Using knowledge of systems and enterprise architecture policies and principles to enforce compliance regarding system design, development, and implementation solutions combined with a broad knowledge of IT systems data, data flow, interfaces, and interactions. Broad knowledge of concepts and practices associated with DoD and military operational, system, and policy architectures and compliance process for developing, evaluating, and approving IT products and applications. Provide expert technical advice, guidance, and recommendations to upper management. Implements new concepts and methodologies to better manage and control previously unsolvable problems. Gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of enterprise architecture and systems engineering. 2. Knowledge of the latest advances in enterprise architecture theories, research, methods, principles, and techniques from private industry, research organizations, and the federal government management to include knowledge of modern software and systems design practices, development, and test processes and standards. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of Department of Defense and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 4. Knowledge of military and industry processes and standards for IT, hardware and software (such as ITIL, CMM, CMMI ISO and IEEE). 5. Knowledge of system engineering and enterprise architecture concepts, methods, and principles for IT systems to include system engineering life-cycle management process and DoD Architecture Framework (DoDAF). 6. Knowledge of cloud computing, business analytics, and development of combat support applications, platforms, and infrastructures; enough to understand/solve practical problems including their interactions and interdependencies. 7. Skilled in project management and systems management techniques, principles, and practices while having the ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy to make recommendations to higher organizational management and contractors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
