The primary purpose of this position is to serve as a systems manager for U.S. Space Command's (USSPACECOM's)Command, Control, Communications and Computer (C4) IT infrastructure, providing leadership to and support for a variety of Enterprise IT activities including planning, designing, and implementing C4IT systems to meet USSPACECOM's mission requirements.ResponsibilitiesServes as systems integrator for USSPACECOM?s Enterprise C4 IT infrastructure. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.ORExperience must be IT related; the experience may be demonstrated by paid or unpaid experience. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying, advanced IT principles, concepts, methods, standards, and practices sufficient to review and interpret policies, procedures, and strategies governing the planning and delivery of services throughout USSPACECOM; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; apply new developments to previously unsolvable problems; and develop recommendations that significantly influence important IT policies or programs. Knowledge of systems analysis and design principles to serve as a technical authority on a wide range of technology and applications related to IT including knowledge of emerging technology sufficient to apply new solutions to system requirements and to plan advanced system projects. Applying, interrelationships of multiple IT specialties, the organization's Enterprise IT architecture, new IT developments and applications, and emerging technologies and theirapplications to business processes sufficient to develop solutions to integration andinteroperability issues; to design, develop, and manage systems that meetcurrent and future business requirements; and to enhance or optimize the existing architecture. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Advanced knowledge of a wide range of IT principles, concepts, methods, business processes, technological advances, and operations sufficient to anticipate needs, refine functional requirements, provide advisory services, and predict how management can meet future requirements.

Knowledge of IT life cycle cost factors, budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.

Mastery of IT systems analysis and enterprise architecture principles, policies, and practices sufficient to serve as a technical expert in the planning, organization, and managing of enterprise IT system modifications.

In-depth knowledge of IT systems design and development methods, system architecture, integration techniques, and testing practices.

Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information to render informed judgments.

Ability to communicate effectively, both orally and in writing; to be persuasive in advocating for technical improvement solutions for systems or the implementation of new technologies; to communicate complex technical requirements to non-technical personnel; and to prepare and present briefings to senior management officials on complex/controversial issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
