The Chief Financial Officer (CFO) is accountable for the financial and risk management operations of the Department, and oversees control systems that report financial results and maintain Department compliance. The CFO is responsible for the Department's financial data and reporting, and its use of data analytics to define value and measure quality with regard to Department operations. The CFO develops the Department's financial and operational strategy, and generates actionable analytics tied to that strategy.Description of Job

This position exists to provide analytical support for the Department's Title XIX and Title XXI health care programs.

This position will be responsible for calculations regarding various areas of the physical, mental health, dental, and financing budgets.

This position will analyze, project costs, monitor program and budget dynamics, prepare and defend budget requests and, as appropriate, manage the budgets for which the position has responsibility.

Position works with a complex mix of diverse funding streams ranging from matched funds, to grants, gifts, and donations.

Position will prepare extensive and complex technical estimates to be used by the Department of Health Care Policy & Financing (Department) at its Joint Budget Committee (JBC) hearing, by Legislative Council, the Office of State Planning and Budgeting (OSPB), and JBC staff.

Position is required to rotate other functions within the Budget Office. All positions within the Budget office essentially do the same work within the office. It is imperative to cross train staff to ensure adequate coverage during budget peak season. Position will be reassigned and must be able to rotate between sections at any given time and any given day.

The target classification for this position is Budget Analyst II upon successful completion of training period. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMINIMUM QUALIFICATIONS:Education and Experience: Bachelor's degree from an accredited institution in Economics, Statistics, Mathematics or in a field of study related to the work assignment. Substitutions:Appropriate experience will substitute for the degree requirement on a year-for-year basis. CONDITIONS OF EMPLOYMENT:
