Its mission is to preach the gospel of Jesus Christ and to meet human needsin His name without discrimination.Position Summary The Shallow Subsidy (SS) program will collaborate within the Coordinated Entry System (CES) and providers of rapid re-housing (RRH) and homelessness prevention (HP) services. In addition, the SS will be responsible for re-certification of eligibility of eachcontinuing household on an annual basis. The SS will closely work with landlords and case managers to mediate landlord-tenant issues and ensure successful tenancies. The SS will practice the Housing First model, Harm Reduction and Carry out Trauma-InformedCare. Essential Functions Conduct initial client eligibility screenings, enrollments and housing inspections. Conduct regular (quarterly) meetings with clients to assess housing stability and provide light touch case management. In conjunction with Business Manager, process monthly shallow subsidy payments to landlords for up to 1800 households. Establish and maintain relationships with landlords and property management companies. Educate clients on tenant rights and responsibilities including, but not limited to, how to communicate effectively with property management staff and other entities; when and how to report maintenance problems or disclosure of financial problems; importanceof complying with lease agreement, program policies, and house rules; importance of paying rent, budgeting appropriately, and participating in representative payee system; responsibility for apartment/house maintenance; getting along with neighbors; and crisisservices resources. Conduct inspections of housing units in accordance with Housing and Habitability standards approved by LAHSA. Maintain a regular and open line of communication with landlords in order to assess the client-landlord relationship satisfaction and address any questions or concerns that landlords may have. Document and maintain up-to-date information on services provided to participants in the Homeless Management Information System (HMIS). Participate in staff meetings and attend trainings as assigned. Prepare regular activity reports. Respond to complaints from landlords and clients related to housing conditions and provide mediation as needed. Adopt a “whatever-it-takes” approach in independent living. Other duties as assigned.RequirementsWorking Conditions The Shallow Subsidy program will report directly to the Supportive Housing Program Manager. The SS Housing support specialist will meet with supervisor on a weekly basis to review referrals and set work priorities. Supervisor will review weekly task lists andmonthly reports and insure timely reporting deadlines. The SS Housing Support Specialist must have the ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis, the ability to grasp, push, pull objects suchas files, file cabinet drawers, and reach overhead; ability to operate computer, fax and telephone; and the ability to lift up to 25 lbs.Minimum Qualifications Must have current CA driver license, clean MVR check, and pass TSA Driving Test. If working in vicinity of children a criminal background check is required with certification for Protect the Mission policies and procedures. Bachelor’s degree in a social services related field and/or at least 2 years of experience working with affordable housing services. At least 1 year experience working with homeless people who have mental illness and/or substance use issues.Skills, Knowledge & Abilities Excellent communication skills.
