For more information regarding steps we are taking to keep applicants and staff safe during this time, please click here.DESCRIPTIONThe Technical Project Manager will serve as an experienced project management professional with in-depth understanding of technical project management theory. The incumbent will independently perform the full range of technical project management responsibilities, possess broad project management knowledge and analyze problems/issues of a diverse scope and provide solutions.The Division of Biological Sciences (DoBS) has built and now maintains over 50 applications that serve the greater UC San Diego campus. The Technical Project Manager will coordinate and manage complex application development projects in DoBS. The incumbent will also serve as a project manager for the cross-unit Distributed Application Development (DAD) Initiative for applications out of the Office of the Executive Vice Chancellor that are being developed within DoBS and/or other units. This currently includes: Instructional Scheduling Assistant (ISA), MPI (a people database), Capped Majors, and D-OSD (Departmental application for the Office for Students with Disabilities). In addition, the DoBS builds APIs and coordinates with campus ITS teams that build APIs. The incumbent will assist in the project management of those API teams and projects, as needed. Ensure effective communication and apply continuous process improvement practices in all areas of work. Lastly, some projects that will be managed by the incumbent may be strictly focused on business process improvement and may be non-technical in nature, as well as other projects/duties as assigned.QUALIFICATIONS

Bachelor’s degree in Computer Science or a related field or an equivalent combination of education, training and experience.

Demonstrated advanced organization and project management skills including knowledge of project management principles, theories, and concepts. Demonstrated competency in selecting and implementing project management methods and techniques. Knowledge of Agile project management methodology and implementation.

Effective skill at tracking effort and project progress. Demonstrated experience establishing budgets, monitoring expenses, and evaluating fiscal performance. Strong understanding of the cost impact of projects, project tracking tools, and metrics.

Proven ability with strategic and long range planning, setting clear goals and objectives, and establishing effective methods to monitor production and quality of work (i.e. setting standards, assessing staff capabilities, workloads, etc.).

Demonstrated experience leading a team of technology professionals and demonstrated ability to provide work direction to staff. Experience and ability to design training programs and train people from a wide variety of backgrounds and varied skills.

Broad knowledge of technology-related initiatives and an understanding of the impact to the

organization of such initiatives. Strong demonstrated ability to interpret and analyze business needs, user requirements and technical constraints, and to identify ways in which software or web design, development and application of technology and systems can support business needs.

Broad knowledge of the technology landscape including, but not limited to software development, complex hardware/software upgrades or rollouts, documentation development, and complex instructional design activities. Experience developing detailed functional specifications for business support tools.

Proven knowledge of most aspects of computing and communications including hardware infrastructure, networking, software, operations and disaster recovery.

Demonstrated knowledge of design principles, guidelines, and relevant policies for area of expertise (i.e., visual design, interaction design, information/data visualization, user interface software), including web accessibility standards and campus graphic identity guidelines.

Demonstrated experience implementing user interface design best practices and guidelines in websites and/or production software.

Demonstrated knowledge relating to the design and development of software including basic knowledge of secure software development. Basic understanding of common software architectures and IT infrastructure technologies, especially presentation layer technologies. Demonstrated knowledge of systems development life cycle (SDLC).

Proven knowledge of data management systems, practices and standards. Demonstrated experience with database administration.

Demonstrated strong conceptual and planning skills to analyze projects of broad and diverse scope. Demonstrated capacity to anticipate obstacles and plan for contingencies. Proven ability to quickly understand business issues and data challenges, and translate those issues and challenges into process improvement measures and technical solutions.

Advanced proficiency with Google applications, PowerPoint, Excel, Visio, and Word, and the ability to quickly master additional software as needed.

Advanced knowledge of and experience using project management visualization software. Experience using such software to communicate information required to make strategic decisions, produce concise status reports, and create visualized trends and projections based on available information. Demonstrated experience with Atlassian Suite/Jira (or similar product) administration and project management.

Strong demonstrated effective communication and interpersonal skills. Proven ability to convey technical information to technical and nontechnical personnel from diverse backgrounds and with high-level management on a regular basis. Ability to provide a clear rationale for designs and strategies in a compelling, context-appropriate manner to diverse audiences.

Demonstrated effective writing skills. Ability to write technical documentation in a clear and concise manner.

Ability to embrace and consistently uphold the UC San Diego Principles of Community for a collaborative work environment.

PREFERRED QUALIFICATIONS

Professional certification preferred.

Advanced knowledge of computing tools and modern administrative information systems, including UCSD resources (SQL, Data Warehouse, Millennium, Link Services).
