Eligible Special Selection clients should contact their Disability Counselor for assistance.DESCRIPTIONThe Student Health and Well-Being (SHW) cluster of the UC San Diego Health System plays a leadership role in creating a strong and active wellness culture at UC San Diego that enables all students to flourish in body, mind and spirit. This includes promotion and the expansion/development of a student health and well-being center, and the transformation of existing departments, under the oversight of the executive director, into a cohesive, trans-disciplinary source of integrated wellness services. The SHW cluster includes the departments of Student Health Services (SHS), Health Promotion Services (HPS), Counseling and Psychological Services (CAPS) and SHW Administration. SHW provides health promotion, counseling and psychological services and primary medical care, including urgent care and support services, to over 39,000 undergraduate, graduate and professional students. Staff consists of physicians, psychiatrists, psychologist, pharmacists, optometrists, nurse practitioners, registered nurses, social workers, x-ray technologists, clinical laboratory scientists, medical lab assistants, medical assistants, health educators, administrative and other healthcare professionals. SHW Administration provides full business, financial and infrastructure services, including support for the Executive Director's Office, clinical informatics/data analytics, information technology, budget management, resource planning and administration, human resources, medical records, insurance/patient billing and collections, facilities and space.The Financial Analyst serves as lead Subject Matter Expert (SME) in support of SHW financial and fiscal operations, to include resource planning and management, permanent budget allocations, clinical revenue, insurance revenue and staffing plans. Responsible for performing complex financial and administrative analysis of student services fees, mental health funds, clinical billing and collections, clinical service agreements/MOUs and gift funds. Serves as a technical leader with a high degree of knowledge and expertise, providing input on development and implementation of management information systems and reporting capabilities required to support an integrated and efficient operation, and on developing, modifying and maintaining the cluster's fiscal system.Monitors and analyzes data, prepares regular reports, provides advice to managers and staff regarding compliance, risk management and audit issues to ensure that departments adhere to applicable policies, regulations and standards related to fiscal matters. Provides support and advice regarding fiscal policies, training and handling resolution of policy interpretation and implementation. Participates and contributes in short-term operations and in long range goals, making recommendations to the Executive Director and DBO on complex, sensitive and confidential special projects. Represents the cluster on fiscal-related Health Sciences (HS) and campus-wide committees and meetings.MINIMUM QUALIFICATIONS

Advanced Degree in related area; and/or equivalent experience/training.

A minimum of five (5+) or more years of relevant experience.

Thorough knowledge of finance policies, practices, and systems. Experience in complex fund management, purchasing, disbursements, revenue receipt management and material management. Advanced knowledge of accounting principles and procedures, auditing and internal control systems.

Demonstrated ability to identify, collect, and analyze information from multiple sources. Demonstrated ability to summarize data, evaluate effects and options, and recommend and implement solutions.

Experience in developing and successfully managing budgets, including identifying negative variances and negative trends, and developing and implementing corrections to reverse deficit conditions. Ability to assess a broad spectrum of organizational needs and job-related demands, establish priorities, delegate and manage multiple projects simultaneously.

In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.

Proven knowledge and understanding of internal control practices and their impact on protecting University resources. Thorough knowledge of University policies and procedures as they relate to the budgetary process, fund accounting and fiscal management and financial controls.

Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner. Excellent verbal and written communication skills, including knowledge of proper business formats, grammar, spelling and punctuation.

Strong interpersonal skills at all levels within organization; proven service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment.

Experience in evaluating workloads and resources, planning and organizing day-to-day activities and short and long term projects. Ability to organize and provide work direction to assigned personnel.

PREFERRED QUALIFICATIONS

Seven (7+) or more years of relevant experience in a university campus environment.

Knowledge of electronic medical records (e.g., EPIC).

Experience with IFIS, ISIS and/or Oracle Financials.
