For Financial Director Services
California Fire Safe Council
The California Fire Safe Council is a 501(c) (3) nonprofit organization whose mission is to be “California’s leader in community wildfire risk reduction and resiliency”. We are requesting proposals from qualified accounting professionals or firms to provide financial accounting, management, budgeting, and other related services, and serve as the organization’s Finance Director. The consultant will work closely with the Executive Director assigned to our Sacramento-area office.
Description of CFSC:
$4.2 in expenses in 2019, growth plan to double in 2020, and continue growth thereafter.
Operates a grants clearinghouse, where master grants from federal, state, corporate, foundation and other funding sources are distributed to local wildfire mitigation providers through a sub-granting process.
Receives grant funds for direct program delivery, on reimbursement as well as advance payment basis.
Operates a capacity building program to provide additional non-financial support services to local wildfire mitigation providers.
Employs 7-15 staff members and 3-10 independent contractors.
Currently financial management is provided by Executive Director, staff Business Manager, contract accountant, contract auditor, Treasurer of the Board.
Maintains a Negotiated Indirect Cost Rate agreement with the US Forest Service.
Majority of funds on hand are in restricted accounts, limited unrestricted funds on hand.
Needs an integrated budget for all funds and programs for use in financial management and forecasting cash flow. Currently each fund has a stand-alone budget, this is proving insufficient for the organization’s needs during growth and program expansion.
Services required:
The CFSC desires to procure a wide array of financial services in order to plan for financial growth though enhanced government grants, private donations, and direct revenue services. To do this, we need strategic and operational budgeting, financial toolkit analysis, a financial strategic plan, and compliance with our current OMB regulations for grant management.
We are willing to examine a wide array of services to fill our existing gaps or update our current practices to streamline the organization such as payroll, bookkeeping, accounting, and budgeting. We prefer to contract for a single point-of-contact Finance Director that will report to the Executive Director and liaison directly with the CFSC Treasurer and staff on a functional basis. Our current priorities are:
Development of a 2020 and 2021 Operating Budget.
Identification of methods for alternate time and cost tracking to enhance our grant expenditure record-keeping.
Development of a 5-year business plan for organizational growth.
The Contract Finance Director will be responsible for coordinating and/or performing all financial management activities of the organization, including:
Accounting
Audit (performed by a separate firm)
Tax preparation
Bookkeeping
Accounts payable, including subgrantees advances and reimbursements
Accounts receivable, including management of scheduled invoicing to funders
Credit management for reimbursement-based projects
Payroll and fringe benefits loading calculations and distributions to funds
Recording in-kind contributions and expenses for match
Banking
Direct cost allocations, indirect cost calculations and cost recovery
Integrated all-funds, all-programs budgeting and cash flow forecasting
Financial statements and reports for the Executive Director and meetings of the Board of Directors
Grant expense reports
New grant application budgets
Other similar financial management activities
Preferences for a successful solicitation include:
1. Sacramento-area presence to facilitate face-to-face communications when needed
2. Expertise in non-profit financial management
3. Excellent non-profit client references
4. Low-turnover in staffing and consistent client interactions
To submit proposals, provide two separate pdf files in an email to the Executive Director:
1. A document providing a detailed description of qualifications and experience, addressing how this experience relates to the needs of the California Fire Safe Council as described above. Include a description of the individual who would be named as the contract Finance Director, and if any additional individuals or firms would be utilized in providing the needed services.
2. A separate document with fees and billing structure, including an anticipated annual cost range for the services.
