Background

The Redwood Coast Energy Authority (RCEA) is a joint powers agency located in Eureka, California. RCEA was formed by local governments to develop and implement sustainable energy initiatives that reduce energy demand, increase energy efficiency, and advance the use of clean, efficient and renewable resources available in the region.

The State of California is committed to reducing greenhouse gas emissions to 40% below 1990 levels by 2030 and 80% below 1990 levels by 2050, and has acknowledged that local governments play a key role in facilitating these reductions.

Individuals who are passionate about catalyzing climate action in Humboldt County are encouraged to apply for the Program Assistant - Climate and Energy Action Planning position.

RCEA, in partnership with the County of Humboldt, is developing a multi-jurisdictional Humboldt County Climate Action Plan (CAP). This Climate Action Plan will guide our regions efforts to address climate change between now and 2040 by articulating strategies to reduce emissions in various sectors including transportation, electricity consumption, stationary combustion, solid waste, water, and agriculture.

In parallel with this effort, RCEA is also updating its primary strategic planning document, the Comprehensive Action Plan for Energy (CAPE). For information on the 2012 CAPE, see https://redwoodenergy.org/wp-content/uploads/2017/08/CAPE-Final-9-2012.pdf

The Program Assistant will assist with the development of the 2040 CAP and CAPE update. Together, the CAP and CAPE will determine the steps necessary to achieve a resilient and decarbonized future for Humboldt County.

Essential Functions and Responsibilities:

Duties are illustrative only and may vary.

Assist with data collection, data entry, analysis, report preparation, and research.

Specific projects may include:

o Calculation of GHG emissions reduction measures

o Analysis identifying community co-benefits associated with CAP measures

o Analysis identifying costs/savings of selected CAP measures

o Composing an implementation report and/or methodology for CAP measures

o Developing a sequestration inventory of natural and working lands

Assist with coordinating and staffing public events, workshops, and meetings.

Provide administrative support to staff and assist in general office management.

Perform office tasks such as answering phones, processing paper and electronic records, and entering data.

Provide professional customer service and program outreach to project stakeholders.

Working Conditions and Essential Requirements:

The physical demands described here are representative of those required for the position, which may include both office-based activities and field work. Position requires sitting, walking, standing, bending, and twisting in the performance of daily activities. The position requires hand manipulation and repetitive hand movement and fine coordination in using a computer keyboard and other office equipment. The position requires near and far vision in reading reports and use of a computer. Acute hearing is required in supporting meetings and providing phone and in-person customer service. Minimum Qualifications

Knowledge of:

Basic office functions, such as operation of common office equipment, email and phone communications, scheduling, and document handling.

Business software applications, including word processing, spreadsheets, email, calendars, and web browsers.

Basic business terminology.

Note taking, task management, and time management approaches and tools.

Ability to:

o Learn, understand, and effectively communicate information to coworkers, customers, and/or vendors.

o Promote and maintain a stakeholder-centric approach to job duties.

o Work effectively as part of a team.

o Handle multiple tasks simultaneously at a fast pace and within stringent time constraints.

o Understand and apply office policies and procedures.

o Exercise discretion and independent judgment.

Preferred Qualifications

Bachelors degree in a related discipline from an accredited institution.

Experience using Excel to complete complex data analyses.

Knowledge of RCEA programs.

Prior experience working with public agencies and/or public utilities.

Experience working with organizations involved with projects and programs in the areas of environmental and economic development.
