Public Relations-Public Outreach Support

Ocean Associates, Inc. (OAI) is seeking two Public Relation professionals to provide support to the Bureau of Reclamation Mid-Pacific Regions San Joaquin River Restoration Program (SJRRP). OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species.

Background

Reclamation developed an extensive public outreach program for the SJRRP Public Involvement Plan (PIP) in 2007. The goal of the PIP is to create an open and visible process through which the public can keep track of Program activities and progress and participate in the identification of issues and formulation of alternatives. For these positions we are looking for candidates with experience working with river restoration projects, specifically the San Joaquin River, and with landowner/agricultural stakeholders in the California San Joaquin Valley.

Travel is anticipated.

Location: San Joaquin River Restoration area; Fresno, CA.

Salary and Benefit: Full- time position. Commensurate with experience. Comprehensive benefits package.

DUTIES

Meetings and Workshops

The Contractor, working closely with the Program Public Affairs Specialist and Program staff, shall plan for, organize, and facilitate meetings and workshops while managing any related activities associated with the said meetings and workshops. Activities shall include, but are not limited to, scheduling, developing agendas, logistical planning and support, note-taking and the reporting and/or summarizing of meetings and/or sessions, and facilitating stakeholder discussions. It may be requested that an interpreter attend any public meetings and shall be provided by the Contractor.

The contractor shall work to guarantee early and continuous public involvement through activities, such as the development of tailored public outreach and educational materials written in various languages as well as various literacy levels. Additionally, the Contractor shall guarantee these populations are involved through meetings and workshops in appropriate communities and easily accessible locations.

Public Information

The Contractor, working in close coordination with the Public Affairs Specialist and other Program staff, shall assist with support and management of public information systems and assist with developing strategic outreach materials.

Media Relations

The Contractor shall assist the Program Public Affairs Specialist with media relations and functions.

Program Management & Coordination

The Contractor shall assist the Program Public Affairs Specialist with coordination of the Public Affairs Team and Settling Party meetings. Meetings shall be held via conference call and in-person when requested.

Other Duties Include:

Logistical planning documents, draft and final meeting notes, internal planning agendas, public meeting agendas, internal and public meeting materials, presentations, and action item lists.

Developed web content, strategic outreach documents, translated written materials, email and mailing coordination and databases.

Assist with media outreach through materials support, media briefings, and provide media strategy as requested.

Agendas, draft and final meeting notes, and coordination/strategy calls for meetings.

REQUIRED KNOWLEDGE AND EXPERIENCE

Selected individual(s) must have the following minimum qualifications:

Appropriate education and expertise to accomplish project goals.

Specific experience in public outreach, including the planning, logistics, and support for holding public meetings and workshops.

Knowledge in creating written and graphic support materials, web design and maintenance, and maintaining contact databases.

Familiar with Word Press and HTML.

Knowledge of Powerpoint.

Knowledge of the Spanish language (written and spoken).

Must be geographically located within 2 hours of the San Joaquin River Restoration area; Fresno, CA.
