Network Engineer, PrincipalDescriptionJacobs is seeking a Network Engineer Principal in support of the Electronics Proving Groung (EPG) Contract at Ft. Huachuca, AZ to support information systems operations, maintenance, configuration, and documentation related to the IEWTD Threat Instrumentation Test Networks and IEWTD Threat Research and Operations Network (I-TRON) assets.The Network Engineer is responsible for designing, accrediting, and administering a new closed restricted network (CRN) capability utilizing local DoD servers and workstations including Windows, virtual machines, database management systems such as Oracle or SQL Server, and user workstations in accordance with the authoritative US Government (USG) requirements documents including (but not limited to): DoDD 8140.01, DoDD 8570.01-M, CNSSI 1253, NIST-FIPS199, NIST SP800-53, AR 25-2, DISA Security Technical Implementation Guidelines (STIGs), Computer Network Defense (CND) Directives, Operations Orders (OPORDS), etc.Duties include responsibility for day to day operation and sustainment of IEWTD Information Systems to include (but not limited to):

Administer all server, workstations, routers, switches, firewalls, IDS/IPS, network and host based security systems.

Provide services and support required to establish and maintain Cyber Security over information technology hardware and software.

Prepare and maintain documentation for the tri-year Risk Management Framework (RMF) accreditation.

Complete STIG checklists for: Servers, Operating Systems, Active Directory Forest/Domain, Workstations, Office Products, Network Appliances, Routers, Switches, Firewalls, etc.

Ensure anti-virus software is up to date and have the latest virus definition files, IAW CND Directives and STIGs.

Provide IT expertise for configuration changes affecting the systems/enclaves, document and notify ISSM/ISSO of any configuration changes and bring before configuration control board (CCB) for oversight before implementation.

Provide software patching for all servers and workstations.

Review scan results from NESSUS/ACAS/PVT scans that pertain to server and workstations.

Remediate CAT I / CAT II / CAT III finding associated with scans of servers and workstations.

Coordinate with ISSO/ISSM to update plan of action and milestones (POAM) and reflect open vulnerabilities associated with servers and workstations.

Develop remediation plans to include milestone completion dates and status updates, and include mitigation process for closed vulnerabilities.

Apply Information Assurance Vulnerability Assessment (IAVA) patches and updating the IAVA compliance to the Asset and Vulnerability Tracking Resource (AVTR) database.

Participate in CCB.

Immediately document and notify ISSM/ISSO of any irregularities in system operations and/or attacks compromises (Incident response participant).

Create and maintain user authentication accounts and privileges for all users of the CRN.

Periodic validation of the status of Cyber Security controls in place on accredited information system and provide general Risk Management Framework (RMF) Accreditation Process subject matter expertise to the Government technical representative when requested.

Maintain any DoD 8570.01 IAT Level 2 required Computing Environment certifications.

QualificationsEducation and Experience:

BS degree from an accredited engineering school and eight (8) to twelve (12) years of engineering experience with at least one (1) year in project management, or a MS degree from an accredited engineering school and seven (7) to ten (10) years of engineering experience or a Ph.D. degree and two (2) to five (5) years related experience.

US Citizen with Active Top Secret Security Clearance is required at the time of hire.

Demonstrated competence in project management and technical competence in discipline field(s) and knowledge of company policies and practices.

System Administrator experience with Microsoft Domain Controllers, Active Directory, DoD Host Based Security System (HBSS), DISA Assured Compliance Assessment Solution (ACAS).

Familiarity with DoD Risk Management Framework (RMF) and experience with server and workstation assessment and hardening using various information system security assessment/hardening tools – DISA STIGs, SCAP, ACAS, HBSS, Retina, Nessus, etc.

Professional demeanor, good interpersonal skills, and ability to excel in a high-paced multi-tasked environment.

Ability to act independently, prioritize tasks, and manage to schedule.

Strong communication skills with the ability to communicate effectively in both oral and written modes, and be able to author and present subject specific presentations. Comfortable with public speaking.

Must be willing and able to travel to other locations as required on occasion.

Required Certifications:

DoD 8570.01 IAT Level 2 – requires one or more of the following Professional Certifications: CCNA Security, GICSP, GSEC, Security CE, SSCP, CSA .

Desired Skills and Certifications:

In-depth knowledge of NIST special publications, CNSS policies and instructions, and other requirements documents associated with the Risk Management Framework (RMF).

Experience with Assessment & Authorization (A&A) under the RMF.

DoD8570.01 IAM Level 2 – requires one or more of the following Professional Certifications: CAP, CASP CE, CISM, CISSP (or Associate), GSLC.

DoD 8570.01 IAT Level 3 - requires one or more of the following Professional Certifications: CASP CE, CCNP Security, CISA, CISSP (or Associate), GCED, GCIH.

Essential FunctionsWork EnvironmentGenerally an office environment, but can involve inside or outside work depending on task. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including warm and cold climates. Needs to be able to work well with co-workers, customer, and all levels of management. No hazards on job or unusual environmental conditions. Work site is located in Ft.
