Job Summary:
The fuels Distribution System Operator facilitates the fuels transfers, maintenance, testing and inspection of various fuels, fuel system components and is a member of the spill response team.
Primary Duties:
Participates in fuel transfers to and from vessels, including handling lines for ships, connecting hoses and safety lines, operating flow control valves, and recording operational data related to the transfers
Inspects fuel receiving, storage and distribution facilities to detect and correct leakage, corrosion, faulty fittings and malfunction of mechanical units, and gauges
Inspects electrical wiring, switches and controls for safe operating condition, grounding and adjustment
Lubricates and repacks valves; lubricate pumps; replace gaskets; clean strainers and filters; services water separators
Removes and install equipment such as filters
Maintain records of all inspections
Test fuels, conduct daily soundings and temperature readings of fuel storage tanks. Testing procedures must be performed in accordance with established ASTM and military protocols.
Complete all paperwork associated with position in accordance with prescribed policies and procedures
Required to perform Quality Control fuel testing of all fuels.
Maintain records and document all samples collected from fuel barges, cutters, fuel trucks, carts and tanks located on Base Kodiak and remote Coast Guard sites
Perform housekeeping, brush control and grounds keeping duties and corrosion control painting
Participates as an on-call spill response team member as directed
After initial qualifications, this position will require performance of week-end rounds in rotation with the other fuel operators as directed
Performs duties occasionally after hours and weekends to perform ship fueling and fuel barge off-loads

Education, Experience, Skills:
High school education or G.E.D equivalent
Must be able to communicate clearly (oral and written) in the English language
Must be able to clearly communicate by radio and phone
Valid Alaska Class B Commercial Driver’s License with Tanker/HAZMAT Endorsement
Must have one-year operation of POL fuel storage and distribution systems of similar operation.
Certified in Confined space (Entry, Attendant and Supervisor)
Must be qualified to wear a respirator IAW 29 CFR 1910.134
Must maintain 40 hour HAZWOPER certification with 8 hour refresher
Must be familiar with applicable RCRA requirements
Familiarity with Microsoft Office applications
Must have the ability to follow directions
Preferred
Trained and certified as a “Ship Yard Competent Person”
Completed a certified course in Fuel Quality Control Procedures, similar to the 117-hour Air Force Fuels Quality Control Journeyman Course

This position requires the ability to maneuver around maintenance sites, see, hear, and verbally communicate with co-workers and clients. Ability to perform manual labor under dirty and uncomfortable situations and in all types of inclement weather for extended periods.
Required to be on call on a rotational basis as directed. Travel to remote sites may be required.
Supervisory Responsibility
This position has no supervisory responsibilities however may be required to assume the Lead responsibilities as required.

Must be able to complete criminal record background check
Must be able to drive a company vehicle and be insured
Must be able to obtain and maintain security clearance necessary
Must comply with all company policies
Must remain in good standing with the local Teamsters 959 Union
Must meet the requirements of an annual physical that will include pulmonary function testing
and will require the occasional use of a respirator.
