For additional information about the duties of this position, please contact Jackie Chandler at 907-586-8803 or [email protected] listed below are at the full performance level.Identifies, develops, and manages content for website, SharePoint, social media, and online video communications campaigns needed to address critical issues for the Region.Serves as the lead webmaster for the Regional internal and external website and SharePoint.Serves as the regional point of contact and liaison between forests and the national office on regional website, SharePoint and social media matters.Manages regional social media efforts and serves as the region-wide expert on regional social media efforts, techniques, and outreach strategies.Coordinates with Network Administrators and Internal Communications to oversee the Region?s internal intranet and SharePoint sites and provide direction and guidance for developing and improving these sites.Evaluates the effectiveness of public affairs online communication, website and SharePoint, and social media efforts.Recommends strategies for improving outreach effectiveness, adoption of new tools, and implementing new methods and tactics for reaching a broader online audience.Provides input into the long-range planning, development and coordination of the overall Public Affairs program for the Region.Analyzes online public reaction and recommends changes to improve understanding.Participates in the development and implementation of public affairs communication plans, program strategies and techniques for dealing with addressing critical and complex public issues.Perform other duties as assigned.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as assisting with designing, developing, and maintaining a unit's internal and external web sites, SharePoint sites, and various social media accounts; AND one or more of the following: preparing content to disseminate through online platforms about the organization's mission, programs and activities; reviewing online media to analyze public awareness and attitudes regarding agency and activities; OR advising management on the probable online reaction to specific proposals, policies and actions. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a communications, computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management program of study. Education must have included coursework in the development or adaptation of applications, systems, or networks. If this coursework is not clearly identified on your transcripts you must attach the course description(s) from your university's site for credit. OR An appropriate combination of specialized experience and education (in excess of 18 semester hours of graduate-level education from an accredited institution) as described above. For the GS-11: You must have one year of specialized experience equivalent to at least the GS-09 level operating as a webmaster responsible for application implementation, concept development and documentation, and maintenance of web sites, SharePoint sites, and various social media pages; and development of content, structure, linkages, and systems for internal and external websites and SharePoint; AND one or more of the following: Developing and implementing online content and being prepared to respond requests for information by determining the nature of the data required and collecting and assembling the material using the appropriate format and style based on needs and organization practices; assisting in the evaluation and analysis of online comments on management issues; OR identifying areas to be addressed, characteristics and needs of the online target audience, and most appropriate communication techniques to disseminate social media information. OR Successfully completed three (3) years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management program of study. Education must have included coursework in the development or adaptation of applications, systems, or networks. If this coursework is not clearly identified on your transcripts you must attach the course description(s) from your university's site for credit. OR An appropriate combination of specialized experience and education (in excess of 36 semester hours of graduate-level education from an accredited institution) as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed. This is a bargaining unit designated position. Government Housing is not available. Government Daycare facilities may be available. This position is eligible for telework and other flexible work arrangements. However, this is not a virtual position and the selectee will be required to report for duty in Juneau, Alaska.
