Rural Program Manager

Objective of Position: Manages Access Alaska, Inc.s (AAI) Rural Program of the Consumer Directed Personal Care Services (CDPCS) Department by providing day to day support to consumers and support staff in rural village settings. Works cooperatively with other program staff, various agencies, and care providers in urban and rural Alaskan communities. Regular travel required.
Education, Training and Experience:
Bachelors degree from an accredited college or university in social work, psychology, rehabilitation, nursing,
or a closely related human services AND one year full-time, or equivalent part time experience working with
human services recipients OR Two years of course credits from an accredited college or university in social
work, psychology, rehabilitation, nursing, or a closely related human service, AND one year full-time, or
equivalent part time experience working with human services recipients OR Three years of full-time or
equivalent part time experience working with human services recipients in social work, psychology,
rehabilitation, nursing, or a closely related human service setting, OR Certification as a rural community
health aide or practitioner and one year of full-time or equivalent part-time experience working with human
services recipients.
Minimum Experience:
3 years working with the public two of which must have been in a related human service field
2 years of using customer service skills, completing paperwork, tracking and following up on assigned tasks
and duties, and entering information into databases.
Preferred:
Able to effectively communicate in written and verbal forms specific to the local communities we serve.
2 years of using customer service skills, completing paperwork, tracking and following up on assigned tasks
and duties, and entering information into databases.
2 years of supervisory and management experience preferred
CPR/FA Certified trainer
Essential Functions:
Receives internal and external referrals and informs consumer and callers about our Consumer Directed
Personal Care Services (CDPCS) programs and services, or other agency and community resources
Acts of local point of contact for consumers, care coordinators, and direct services providers within the rural
program
Consults with and requests technical assistance from the Consumer Directed Personal Care Services
(CDPCS) Director, or other statewide staff regarding case problems/situations
Attends intakes, assessments and reassessments through telehealth to provide support and advocacy to
consumers
Informs all consumers of program regulations and their responsibilities with participating in the Consumer
Directed Personal Care Services (CDPCS) program
Conduct home visits to active consumers every 6 months and monthly required contact for grant recipients
Ensures that required timelines are met regarding Critical Incident Reporting to State of Alaska Senior and
Disability Services (SDS); and that the Consumer Directed Personal Care Services (CDPCS) Program
Director is notified
Always Maintains HIPAA Compliance Ability to comply with confidentiality expectations
per agency, state and federal policies, and procedures.
Establishes and maintains positive professional relationships with coworkers, consumers and their relatives,
guardians, representatives, and local, state, and federal agencies.
Attends and participate in Consumer Directed Personal Care Services (CDPCS) staff meetings, AAI All-
Staff, leadership and development meetings as required.
Assists consumers with all state and in-house paperwork for PCA Medicaid, VA, Private pay, Senior In-
Home (SIH) grant, and waiver required paperwork with accuracy and within expected deadlines.
Case Management of consumers on the Senior In-Home (SIH) grant by determination, knowledge of
guidelines, provide supplemental services, to registered recipients. Review recipients Plan of Care, provide
information, assistance, and referrals as appropriate to the general public and to service recipients as need to
ensure continuity of care.
Maintain required program documentation and completed monthly, quarterly, bi-annual, and annual grant
program reporting in a timely and accurate manner as required by the Access Alaska Inc (AAI) and the State
of Alaska Grants Program.
Completes bi-weekly time sheet process, to include corrections, and communication with Billing Team
regarding corrective actions.
Provides a monthly report and utilization report to the Consumer Directed Personal Care Services (CDPCS)
Program Director.
Schedule new hire orientations, background check/finger prints and associated new hire processes for
employees. Including demonstrating accuracy and efficiency when completing new hire paperwork and
assuring that qualifications are up to date and compliant
Special Skills:
Interest in working within Rural Villages and communicates serving people with disabilities and the aging
population while demonstrating patience and empathy.
Able to effectively communicate in person and in writing; must have excellent customer service skills.
Able to work independently and accept and integrate supervision as needed.
Must be proficient in Microsoft Office, Database management and data entry skills.
Ability to gain knowledge of the Senior In-Home (SIH) grant program, including grant solicitation, grant
program documentation and reporting, the Senior Disability Services (SDS) Conditions of Participation,
applicable statutes, data entry and reporting system (WellSky, SAMS)
Ability and willingness to complete required training as assigned by agency staff and by the Senior Disability
Services (SDS) grant program manager.
Supervisory Responsibilities:
Based on the number of Consumers served and active Direct Service Providers (DSP) necessary to support
the rural region case load additional support staff will be added to this position. Positions Supervised
Program Associates and/or Program Support Associates.
Work Authorization Required:
All positions at Access Alaska Inc. require a State of Alaska fingerprint background check prior to starting
work; that results in receiving first a Provisional approval and finally a Five (5) yr. Approval.

Travel:
This position requires frequent Local and rural travel. Must have reliable transportation.
Ability to, and willingness to, travel on a frequent basis to communities of varying size, including rural and
remote communities via boat and small aircraft.
Salary $20.48-$24.84 DOE
