Job Description

We are looking for a Project Manager to manage our growing backlog of environmental remediation projects in Alaska. The position is located in our Anchorage office. The projects are for the Department of Defense and other federal agencies located throughout Alaska primarily for site remediation and environmental compliance. Most recently this backlog is driven by the USAF’s need to investigate and remediate soil and groundwater contamination caused by PFAS/PFOA.

We are seeking a Project Manager with 8+ years of professional experience managing environmental restoration projects—preferably for the Department of Defense, United States Army Corps of Engineers (USACE) or other federal and state government agencies. Prospective candidates must have experience managing site investigation, characterization and remediation projects regulated by ADEC and/or EPA Region X, preferably involving PFAS/PFOA contamination.

Key Responsibilities:

Develop and negotiate work plans with state and federal regulators.

Develop and present detailed conceptual site models using visualization tools.

Author and guide the writing of technically sound reports for both client and regulatory review and approval.

Develop project budgets with accurate cost estimates with defensible assumptions and competitive bids.

Manage all project-related costs, determine earned value and project milestones.

Prepare and conduct technical briefings using graphical and statistically based techniques.

The candidate must be familiar with CERCLA, RCRA, and State of Alaska cleanup regulations and ADEC guidance documents and have a proven track record for successfully completing remediation projects within budget and on schedule. Established relationships and experience working with ADEC and USEPA Region 10 regulators is preferred.

Requirements

Education and Experience:

An advanced degree in engineering or environmental sciences or related scientific degree with professional licensure (PE, CPG, etc.) is preferred, however verifiable experience with quality references would also be considered.

Minimum of 8 years of experience managing environmental investigation, remediation or restoration projects for federal or state government agencies preferably in remote Alaska Project references from people in management positions demonstrating track record of successful project execution in terms of profitability, meeting milestones, risk management and client satisfaction should be provided with resume.

Experience in the assessment and characterization of PFAS/PFOA in developing Conceptual Site Models is strongly desired.

Professional technical organization membership (ITRC, ASCE, etc.) is a plus.

Abilities and Skills:

Familiarity with understanding the analytical techniques of emerging contaminants of concern (COCs) such as PFOA and PFOS and specific sampling requirements.

Strong understanding of CERCLA, RCRA, and State of Alaska regulations for contaminated sites and emerging contaminants.

Familiarity with EPA/ state human health and ecological risk assessment protocols

Contaminant fate and transport, Conceptual Site Model development and use of statistical models or methods would be a benefit

Excellent writing skills a must with ability to communicate complex issues and propose solutions in a clear and effective manner; candidate should be proficient using visualization tools

Proven ability to lead a team to execute at a high level; enjoys managing and mentoring staff
